Description:

POSITION SUMMARY

Accountable to the Executive Director / Chief Administrative Officer, and as a member of the Director’s Team, the Director of Community Infrastructure will provide overall strategic management, operational leadership, expertise, accountability, and evaluation to all Community Infrastructure-related programs and partnerships for the delivery of superior-quality programming resulting in quality services delivered in a professional manner to clients and community. The Director is responsible for the design and implementation of yearly and long-term capital project plans, maintenance plans, and development plans that sensibly utilize and allocate resources.
The Community Infrastructure Department is a multi-faceted service provider offering in-community infrastructure services. Services include Capital Projects, Public Works operations (sanitation, waste, water, wastewater), Building Maintenance (roads, sidewalks, facilities, custodial, seasonal operations, fleet, grounds, and parks), Housing, Emergency Preparedness, Volunteer Fire Department, Occupational Health and Safety, and other teams assigned by the Executive Director / Chief Administrative Officer.
In collaboration with department and program managers, the Director will develop and successfully implement efficient and effective programs and services based on the needs of the community and as identified in the strategic plan and ensuring their compliance with laws and legislation.

Directors are also responsible for creating an engaging and effective workplace culture and fostering a healthy and safe workplace. This includes managing and coaching employees, fostering a climate of continuous improvement, mitigating risk, and maintaining the integrity of programs, based on funding agreements. Further, as part of the Directors Team the Director is expected to:

  • Ensure direct and cooperative communications with the Executive Director / Chief Administrative Officer, Director’sTeam and Public Works Team.
  • Always promote the interests of the Seabird Island, respecting Band Members’ rights.
  • Ensure services are provided promptly, professionally, confidentially, respectfully and in a culturally aware manner.
  • Provide services equitably according to policies, procedures, legislation, and laws.
  • Promote a positive work environment and assume responsibility for an effective, efficient, and productive department that meets deliverables and milestones set in strategic plans.
  • Participate fully as an active member of the Director’s Team in respect to departmental and interdepartmental matters, collaborating across the Directors Team to support clients and Band Members.
  • In collaboration with the Executive Director / Chief Administrative Officer and Directors Team, participate in the conception to presentation, from approval to implementation, of a department and community strategic plans.

FISCAL ACCOUNTABILITIES

  • Preparing and administering the department’s budget, ensuring appropriate systems and procedures are followed in order to provide financial oversight and budgetary control, in alignment with the Finance Administration Law and Finance Policy. Working in collaboration with the Financial Analyst.
  • Collaborating with the Financial Analyst for budget planning and monitoring, adjusting operations to meet projections, approving expenditures, and identifying and costing new initiatives, and strategies and opportunities for saving.
  • Preparing, negotiating, and administering contracts for projects related to the Departments initiatives, in alignment with policies and procedures.
  • Identifying and pursuing opportunities for supporting new activities and improvement initiatives.

EDUCATION

  • Master’s degree in engineering, public administration, or a related field; or a bachelor’s degree in engineering, publicadministration or related field and equivalent administrative management experience.
  • Certification or experience in wastewater, SCADA, Blueprints, WHMIS, HVAC, and water management required.

EXPERIENCE

  • 10+ years’ management experience in administering public works programs and services. Directly related experience working in and with the Indigenous community preferred with the ability to be culturally sensitive and aware of the current First Nations governance landscape in BC with knowledge of relevant socio-historical events relevant to First Nations in Canada.
  • Experience in the development of culturally relevant programs and services, including monitoring and evaluation, ideally with a collaborative service/program planning focus, ideally with a public works or community planning focus, and including monitoring and evaluation.
  • Thorough knowledge of key federal, provincial, and other funding sources, including the programming and report requirements of the Indigenous Service Canada and other Government Agencies.
  • Experience with human resource management (including describing work, recruitment, learning, development and career planning, coaching, mentoring, leadership, dispute resolution, and performance management).
  • Experience overseeing full cycle financial management to ensure financial accountability and the efficient utilization of all departmental resources.
  • Experience developing performance indicators, milestones, short- and long-term goals.

KNOWLEDGE, SKILLS, AND ATTRIBUTES

  • High professional and ethical standards, highly organized, able to manage multiple tasks, think innovatively and a demonstrated ability to delegate responsibilities and accurately assess long-term issues and consequences.
  • Strategic and tactical planning skills, including strong leadership, supervisory, negotiation, people management, public relations, and organizational and time management skills.
  • Ability to read blueprints, understand the BC Building Code, National Building Codes, and Seabird Island Laws and Land Code.
  • Strong proposal writing skills with demonstrated ability to secure as well as maintain funding for programs and services. Including knowledge of ISC Capital and Asset Management Processes, ISC level of service standards, and CMHC policy and regulatory standards will be considered an asset.
  • Knowledge of program management principles and skills in relation to planning, scheduling, and costing and controlling and creating work plans.
  • Committed to workplace safety and ensuring the safety of all staff and contractors within the Department.
  • Must have an exceptional understanding and adhere to General Accepted Accounting Practices and Funding Contribution Funding Agreements, Finance Policy and Finance Administration Law. Including ability to understand financial statements to develop and maintain budgets of several programs.
  • Excellent understanding of Federal and Provincial policies and legislation and new trends.

REQUIREMENTS.

  • Proficient computer skills with the Microsoft Office 365 Suite (Outlook, Word, Excel, PowerPoint, Teams).
  • Ability to work with confidential and sensitive information, with adherence to Seabird Island laws, policies, and procedures (including but not limited to: Human Resources Policy Manual, Finance Administration Law, Finance Policy, IT Policy, etc.).
  • Advanced interpersonal and communication (written and verbal) skills as well as conflict management and resolution skills.
  • Knowledge, respect and understanding of Stó:lō culture, traditions and language or willingness to learn.
  • This position requires travel, a valid BC Driver’s License with a valid, clean Driver’s Abstract must be on file.

  • The Director acts as the Department employees’ “go-to person” for complex and/or unresolved issues. They serve 5th in the Line of Authority for employee disputes. If the Director is unable to resolve the issue, they may forward the issue to the Executive Director / Chief Administrative Officer for recommendation on resolution.
  • Communicating with the community to build laterally kind relationships with all. The Director serves as the Community’s 2nd in the Line of Authority for Departmental community or client complaints. If the Director is unable to resolve the issue, they may forward the issue to the Executive Director / Chief Administrative Officer for recommendation on resolution.
  • Communicating through the Executive Director / Chief Administrative Officer, and when requested, the Director directly provides other requested materials related to Department operations for decision-making and recommendations for Council. The Director also attends related Committee meetings on behalf of Seabird Island, at the request of the Executive Director / Chief Administrative Officer.
  • This position may act as an advisor to the Seabird Island Emergency Operations Centre.
  • Other duties or responsibilities as assigned by the Executive Director / Chief Administrative Officer, or Chief & Council.
