Description:

Summary:
The DES administers and directs programs to manage building maintenance, grounds, and equipment and to procure or generate utilities and their distribution systems. Also coordinate construction and renovation programs. The DES works under the direction of the Administrator.
Incumbent is guided by through knowledge of engineering and construction principles, practices and procedures, applicable laws and government regulations, principles of management and supervision and procedures and policies of departments and facility.

Essential Duties and Responsibilities:

  • Plans, organizes, and controls functions and activities of plant operations, maintenance and building renovations.
  • Reviews and evaluates existing programs, services, policies and procedures. Develops, recommends to Regional Manager and implements or guides implementation of new and/or modified programs, services, policies and/or procedures.
  • Meets with client, medical, admistrative, and supervisory staff, as well as community groups, agencies, contractors, architects and engineers to plan, organize, coordinate,a nd/or communicate programs, services, policies and/or procedures.
  • Monitors flow and quality of work to assure timely completion of workload and adherence to facility’s standards and regulations.
  • Insures adequate inventories of supplies and approved requisitions for equipment, supplies, etc., as authorized.
  • Prepares and manges the departmental budgets, including utilities energy savings programs.
  • Prepares and maintains a variety of departmental records and reports.
  • Manages and insures compliance with State health Department, Fire Inspection, EPA, DEP, ADA and other regulatory business appointments.
  • Financially accountable for the Environmental and Maintenance Service Departments. The Director operates the departments in accordance with the approved budget, while providing the client with the maximum value spent.
  • Maintain an environemt a sanitary, attractive and orderly condition.
  • Plan, organize, direct coordinate and supervise functions and activities of the departments.
  • Monitors flow and quality of work to assure timely completion of workload and adherence to faility’s standards and regulations
  • Prepares and maintains a variety of departmental records, logs and reports.
  • Interviews independent contractors to review and analyze bids, submits bids and recommendations to administration for consideration.
  • Conducts regular management staff meetings and communications with members of other departments to coordinate housekeeping and maintenance activities.
  • Maintains the departments in an “inspection ready” state at all times, assuring the departments operate within federal, state and local regulations.
  • Implements change to the environmental and maintenance service program that enhances the desirability of the community for current and future residents.
  • Maintains appropriate security for all clients-owned property, supplies and operating funds.
  • Participate and take on appropriate responsibilies in the community for their safety program.
  • Responsible for in house fire and emergency response policy and procedures to include facility-wide training program and all fire safety-related equipment inspection and maintenance.
  • Maintains a safe environment which includes the facility and all grounds.

Performs a variety of supervisory functions:

  • Assigns work to staff.
  • Monitors work performance and prepares/reviews performance evaluations for assigned personnel.
  • Schedule and approves vacation and holidays
  • Orients new employees and provides on-the-job training to assigned personnel
  • Resolve complaints and disciplines employees as required.
  • Interviews applicants and recommends qualified individuals for hire.
  • Informs employees of salient features of facility’s personnel and employee relations programs and answer questions regarding it or refers them to appropriate source for additional information.

Plans, coordinate, and monitors contruction and development of physical facilites:

  • Receives, evaluate, and recommends approval of plans for construction.
  • Advises on structural changes and additions and/or modifications to buildings.
  • Interviews independent contractors to receive and analyze bids, including blueprints analysis of proposed changes.
  • Submits bids and recommendations to administration for consideration.
  • Serves as liaison with contractors, architects, engineers, and materials and equipment suppliers.
  • Negotiates with outside vendors for preferred agreements.
  • Responsible for grounds care and snow removal.
  • Responsible for in-house fire response team
  • Performs other services and duties, as delegated, and serves on a variety of facility committees as requird by the administration.
  • The daily operations off an industrial laundry facility in the processing and delivery of linens. Manages the development and training of the staff in efficiently producing a high quality product.
  • Oversee regulatory compliance for all required agencies. Must be knowlegeable of State and OSHA requirements as required for the assignment.
  • Forcast capital expenditures and manages installation and pertain of new equipment. Direct cost control and knowledge of contracts when dealing with vendors. Overseas the daily monitoring labor costs.
  • Facilitates the engineering upkeep and preventative maintenance of operations and engineering equipment.
  • Develops action plans and development plans for current supervisory team, assuring their grown and success.

Education/Experience:
Bachelor’s degree in engineering preferred or related fields and 2 years responsibility at adirector level, or 5 years engineering, maintenance, and construction experience in health care institution preferred, with related continuous education courses. The ability to read, comprehend, and transmits complicated detailed instructions orally and in writing.
Computer Skills:
Proficient in the use of Windows based office software including but not limited to Microsoft Office, Word, Exel, Powerpoint and Outlook
