Job Summary West Yorkshire & Harrogate Local Maternity & Neonatal System (WY&H LMNS) works with partners across the West Yorkshire Integrated Care System to transform local Maternity and Neonatal care services for local people. The LMNS includes 6 providers of maternity and neonatal care. As Director of Midwifery for the LMNS you will lead and enable delivery of the ambitions set out in Better Births, Safer Maternity Care, The NHS Long Term Plan, The Delivery Plan for Maternity & Neonatal Services and respond to recommendations defined in independent enquires including the Ockenden Report and the Reading the Signals report. Lead the work of the LMNS and have the ability to drive strategic, system wide transformation and business change in order to ensure benefits are realised.
Continue to develop and deliver a clinically led plan in full collaboration with all stakeholders. Work collaboratively across WY&H providers and commissioners to build high levels of support from partners and stakeholders to ensure the system plan delivers required improvements in performance and quality. Be accountable for developing and prioritising the work programmes to deliver the ambitions set out in Maternity Policy. Be accountable for providing programme management expertise and maintaining and delivering rigour into processes to ensure the programme is governed effectively.
Provide comprehensive updates to Programme Boards, Regional Maternity Transformation Board and leadership forums on a regular basis, with recommendations for action where necessary. Be the lead in relation to liaison with the national and regional maternity teams. Main Duties and Responsibilities Strategic Delivery Support the LMNS Senior Responsible Officer in discharging their duties. Be responsible for the management of the LMNS business functions including transformation, delivery and performance management and leadership of the LMNS team.
Lead strategic and innovative midwifery developments across the system and contribute to a system wide approach to delivery of maternity transformation. Provide specialist maternity and midwifery advice to the ICS: Senior Responsible Officer, Chief Nurse, Medical Director, Steering Group, local maternity providers and other key stakeholders. Act as a champion for women and babies. Involve the public and service users in the development and decision-making of LMNS maternity innovations / changes / developments Responsible for developing and agreeing the LMNS plan from a short, medium and long term perspective in full collaboration with partner organisations across WY&H and in alignment with delivery of the national NHS Long Term Plan and national maternity policies Support providers to deliver agreed national and local maternity standards and targets Providing assurance to the LMNS Board, WY Integrated Care Board, Partnership Board, regional teams and national teams Programme Delivery Responsible for managing the demand for programmes/projects, challenging and prioritising accordingly to ensure the best use of available resources Ensure all projects have identified benefits and that these are delivered as part of the project implementation Accountable for setting project management standards and for ensuring that regular project assessment(s) are undertaken Robustly challenge programme/project delays and secure recovery action plans with assigned accountabilities Ensure that inter-dependencies between projects are identified, mapped and monitored Ensure programme management expertise, rigour and governance into all processes Relationship Building and Management Ensure collaborative working processes are established and maintained with all partner organisations Build strong and effective clinical leadership into the LMNS programme Build and develop strong and effective relationships with the Third Sector Accountable for developing and delivering a strong and appropriate public and patient engagement function for the LMNS, establishing a Maternity and Neonatal Voices Network Work collaboratively across Yorkshire and Humber and liaise positively with other LMNSs, the Yorkshire and Humber Neonatal Operational Delivery Network and NHSE Regional Quality Team to transform maternity and neonatal services Performance Management and Quality Assurance Oversight Manage potentially highly complex and politically sensitive relationships Responsible for generating and analysing complex information to ensure informed decisions are made regarding programme delivery.
Accountable for the management of a system wide dashboard to enable reporting of key outcomes and indicators. Accountable for the quality and safety surveillance of maternity services in WY&H Communication Develop excellent effective, sustainable and co-operative partnerships with key stakeholders at all levels to ensure effective networks are created and maintained. Accountable for raising awareness of the LMNS through the wider system. Lead the production of key strategic documents and business cases.
Identify conflicts and negotiate ever-changing priority-based decisions with stakeholders, managing expectations appropriately. Ensure stakeholders are kept informed of progress, pre-empting their request for feedback and consulting with them on queries in a prompt and professional manner. Strategic Alignment Work with the West Yorkshire ICB Senior Responsible Officer and other senior managers to ensure delivery of strategic objectives to agreed timescales Advise and recommend opportunities for service review, development and improvement Work towards at scale commissioning of maternity services including regional commissioning of the maternal medicine networks Financial and Resource Management Hold the delegated budget from NHSE for maternity transformation funding across West Yorkshire andundertake budget setting, ensuring it is aligned to the LMNS Programme Plan. Develop a spending plan to resource the 6 Provider Trusts, Transport Services, Maternity & Neonatal Voices Partnerships and where necessary public health provision across the six places.
Ensure the maternity programme can be delivered sustainably working with providers and commissioners across the WY&H System Monitor the transformation monies and hold all providers to account for the spend against the plan and national trajectories. Provide the programme budget reports and presentations to the LMNS Board, the North East and Yorkshire Maternity Transformation Programme Board and the National Maternity Transformation Board Governance Develop and embed robust governance arrangements for the LMNS ensuring the quality oversight remit outlined in national maternity policies are embedded Fully understand the principles guiding the governance agenda for the programme and translate these principles into action within the Programme Management Office Be responsible for implementing effective systems, control processes and risk management arrangements in line with the clinical and corporate governance strategy Support the monitoring of compliance with internal and external governance and best practice requirements Leadership Responsible for leading and managing the LMNS and acting as a role model to staff by working in a way that reflects values and delivers agreed objectives Ensuring that women and neonatal outcomes are at the heart of transformation. Focus on the strategic delivery of high-quality standards of midwifery services across all 6 providers in WY&H Lead teams of partners and stakeholders to ensure plans are implemented in line with programme timescales. Provide strong individual and professional leadership through change, and support staff through a visionary, compassionate and inclusive approach Supporting partner organisations to prioritise and deliver performance targets
