MARKETING STATEMENT:
Come lead the way in Safety! Metro is seeking a Director of Performance Improvement – Safety to lead a team of Safety Specialists implementing Safety Risk Management across the authority. This position is responsible for developing Metro’s Safety Risk Management practices, including the safety risk assessment process, and overseeing the performance of department Safety Risk Coordinators. We are seeking motivated individuals with expertise in change management and a vision for the future of safety at Metro as we take our safety programs to the next level.
EDUCATION
- Bachelor’s Degree in a business or technical discipline, such as Business or Public Administration, Organizational Management, Business Process Improvement or a related field.
EXPERIENCE
- A minimum of six (6) years of progressively responsible experience which includes development of organizational performance management, measurement, and reporting programs, process improvement, strategic resource planning, business planning, data analysis, and industry benchmarking.
- A minimum of three (3) years of the experience must include a combination of managing agency staff and/or contractor staff, leading cross-functional senior management teams in improvement initiatives, and development of junior staff.
SUMMARY
The Director of Performance Improvement provides the leadership to drive performance-based management and continuous improvement in alignment with the Authority’s strategic goals. The Director guides the Authority in establishing the framework for setting goals, developing measures, determining performance targets, allocating resources and evaluating results using business plans as a tool. Oversees the creation and delivery of regular reports to senior management on all aspects of performance and process improvement initiatives. Plans, manages and delivers on all performance and process improvement activities to ensure that they extract maximum value. Builds capability within the Authority to improve processes so that performance continually improves and targets are met, while maintaining a collaborative working relationship with senior managers. The scope of this position includes the entire Authority; however the focus is on performance initiatives that have the greatest impact on the delivery of quality transit services within Operations.

Responsibilities:
- Produces and delivers external performance reports for the Board of Directors and public which incorporate customer-centric key performance indicators (KPIs) that communicate measurable progress and identify factors driving performance and actions being taken to guide strategic and policy-level decisions.
- Oversees creation of internal reports and conducts regular report-outs to senior management on the results of performance and process improvement activities and the needs of Operations.
- Prepares materials for and facilitates annual performance target-setting exercise with senior management.
- Leads Authority-wide effort to establish annual targets for mandated federal, state and/or local measures (e.g., transit asset management) and ensures establishment of necessary reporting mechanism and data quality controls.
- Identifies and develops management reporting tools such as dashboards, business intelligence, ad hoc queries, interviews, and peer reviews/benchmarking.
- Establishes/supports development of standards for effective use of performance management practices and coordinated information management to treat quality data as a key asset.
- Oversees the planning, management, execution and tracking of process improvement initiatives; builds capabilities throughout the Authority to improve processes, drive efficiencies and create measurable results.
- Leads the charge to drive continuous improvement within the Authority by focusing on initiatives which will have the greatest impact to performance.
- Provides the framework and directs the annual departmental business plan update process.
- Participates in national and global performance benchmarking networks and promotes industry best practices within the Authority.
- Maintains close relationships with senior managers to drive support, buy-in, and promote transparency as to operational needs.
- Provides guidance to professional analyst staff and consultant staff in the use of collaborative processes to engage management in performance improvement initiatives.
- Proactively identifies and works to remove barriers that slow or prevent continuous performance improvement.
