Summary:

Reporting to the Executive Director, Workforce Analytics, Strategic Recruitment, Transformation and Optimization, the Director, Staffing:

  • Leads delivery of the Staff Scheduling and Timekeeping Service for Providence Health Care (PHC)
  • Oversees the implementation of corporate workforce scheduling policies and procedures and ensures compliance with human resources standards, collective agreement(s) and government and regulatory requirements
  • Provides skilled advice to the Executive Director, People and other PHC leadership teams, particularly Operations and Finance on workforce scheduling practices and staff utilization
  • Develops, in conjunction with the Executive Director, the operating and capital budget for the area, recommends allocation of resources, and prepares business cases to support new and existing initiatives and services
  • Attends meetings and represents PHC on regional and provincial committees related to scheduling and related services.

Qualifications / Skills and Education:

EDUCATION, TRAINING AND EXPERIENCE

Completion of a recognized Masters’ degree in Health, Business, Information Technology or other relevant field, plus seven (7) to ten (10) years of recent experience that includes significant management/leadership experience within workforce scheduling and staffing, workforce planning and performance; preferably in a unionized work environment or an equivalent combination of education, training and experience.

    Duties and Responsibilities:
  • Directs the development and implementation of corporate workforce scheduling policies and procedures and ensures compliance with human resources standards, collective agreement(s), and government and regulatory requirements.
  • Leads an innovative approach to the planning, development, implementation of systems and processes to enhance PHC scheduling and time capture activities including the transformation and redesign of PHC Staffing resources; implementation of NPR in alignment to a provincial service to optimize and align local service delivery for PHC agencies, programs, and departments.
  • Acts as a key leader and works with PHC project leaders to develop a comprehensive change management plan to ensure user acceptance of the new scheduling systems and processes; regularly monitoring compliance, and promoting best practices including ensuring the provision of documentation, communication, client satisfaction, and educational needs for agencies, program departments, and sites.
  • Formulates, implements and evaluates customer service-focused goals and objectives for the operational management of the Regional Staff Scheduling and Timekeeping Service that align with the overall strategic direction of PHC. Upholding strong operational partnership to ensure service quality is visible and responsive to workforce volatility and growth, including planning and operationalization of the New St Paul’s hospital workforce plan.
  • Analyzes current needs and future requirements of the area and develops recommendations to achieve specific goals and objectives. Works collaboratively with customers and partner departments to develop service level agreements and guidelines and processes that address staff scheduling and timekeeping needs. Uphold customer service principles; including responsiveness and follow-through to investigate and close issues, while mitigating any root causes as applicable.
  • Works with Human Resources leadership, HR partners, Employee Records & Benefits, Payroll on resolution of wide-scope PHC workforce scheduling matters, disputes and implementation of collective agreement changes. Participates in essential service and strike planning.
  • Implements, monitors and evaluates quality improvement processes and strategies to promote continuous quality improvements in customer service. Develop and implement risk management, including systems and resources. Oversee team’s succession planning and invest in resources necessary to offer specialized skills.
  • Assumes responsibility for project lifecycle success; from conception through to implementation and sustainment, including procurement, supervision of consultants/vendors contracts as appropriate and ensuring adherence to project timeframes and budget.
  • Develops and successfully manages budgets for portfolio within the context of operational demands and environmental and resource constraints. Regularly review and monitor transactional service volume to support adjustments as necessary. Develop BNs and Business cases as necessary to provide insights and recommendations to clients, SL, MoH.
  • Provides leadership and supervision to managers and staff through mentoring, coaching, guiding, and modeling key behaviors, encouraging dialogue, providing guidance and advice to facilitate resolutions to work issues, and fostering a motivating and encouraging environment where individual competencies can thrive.
