MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a Bachelor’s degree in Accounting, Finance, Economics or Business Administration or related field. Ten (10) years of considerable experience in treasury, financial management, financial institutions and public finance required. Master’s degree preferred.
Equivalent combination of education and relevant work experience will be considered if candidate can effectively demonstrate progressively responsible experience in treasury, financial management, financial institutions and public finance.

Responsibilities:

The incumbent is responsible for cash management, revenue reconciliation and reporting, debt, financial portfolio management and treasury operations work. Develops and executes all fixed income investment and debt programs and monitors the performance of the programs to insure the effective management of the Authority’s cash, debt, capital and liquidity positions. Manages the revenue reconciliation and reporting group, develops and maintains adequate controls to safeguard Metro’s cash and provides revenue accounting accurate information on cash collected, fare media sold and debit and credit transactions from the rail and bus systems. Conducts financial studies, analyzes plans and projections of the Authority’s funding requirements and acquisition and assists in developing solutions to capital funding difficulties. The incumbent has substantial latitude for independent judgment and action. Additional responsibilities include the administration of jurisdictional funds, cash forecasting and serving as advisor to the Authority’s various pension plans as well as updating and maintaining the Authority’s Tariff. This position is accountable to the Treasurer through periodic review of the debt and the investment portfolio. This position is also responsible for managing technical and administrative support for all operations in the Office of the Treasurer, including coordination of the monthly updates to the Key Performance Indicators (KPIs) for the Treasury group.
Plans, develops and directs the activities, policies, procedures and employees of the TRES’ Debt, cash management, Investments Branch and Revenue Controls Department.
Evaluates existing debt/lease transactions and provides recommendations for possible restructuring/refinancing and evaluate new financing opportunities.
Establishes and maintains adequate internal controls in the reviews reports of cash collected, fare media sold, debit and credit transactions from the rail and bus systems and the reconciliation of that information against recorded register readings in the Automatic Fare Collection (AFC) System, Bus registering farebox system and AS400 Inventory Management System.
Tracks expenditures in grant funded programs and provide regular assessments of grant funds.
Uses computer models and programs to perform intensive, in-depth financing and investment analysis and strategies and develops automated tools and dashboard reports to augment internal controls and safeguard Metros’ cash.
Develops investment strategies to minimize interest rate risk exposure, quantify these risks and establish investment limits.
Ensures Authority investments are properly collateralized.
Serves as Staff Advisor to WMATA Pension Fund Board of Directors.
Establishes statistical formulas and performs quantitative analysis to provide indices for measuring various investment activities.
Coordinates and directs banking relationships as they relate to investment activity within banks.
Directs debt service payments and inter-governmental receipt and disbursement of debt service payments.
Participates in the development and execution of detailed short and long-term funding agreements to provide working capital and construction capital needs.
Provides whatever technical assistance may be required to facilitate the optimum efficiency of the Authority’s financial management programs.
Directs and provides support services to all branches in Treasury. These services include but are not limited to budget planning and execution, contracting support, and reporting consultation and standardization.
Coordinates the monthly updates to the Key Performance Indicators (KPIs) for the Treasury group.
Identifies, initiates, and manages the implementation of technological improvements in Treasury, including managerial and technical coordination with other departments when necessary.
Coordinates the development of short and long-term budgets for the Office of the Treasurer.
Directs audits and reviews and provide support to different branches of Treasury during audits and reviews.
Supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided.
Provides technical assistance as needed to facilitate the optimum efficiency Treasury operations and to maintain financial controls and compliance.
