Description:

Liberty University School of Aeronautics (LUSOA) flight dispatcher supports LUSOA faculty, instructors and students by managing and monitoring student flight operations check-in procedures with flight scheduling software, managing and assigning activity resources (aircraft, simulators and briefing rooms), controlling and issuing aircraft keys and assigned credit cards (Liberty Purchase Cards), verifying flight crew currency and funds availability with flight scheduling software, generating aircraft/flight crew status (ramp-out) sheets for each training activity, managing and updating aircraft resource management through flight scheduling software and flight maintenance software, monitoring and operating ground-to-air radio equipment to communicate with airborne aircraft, managing and assigning available airspace, monitoring current and forecast environmental (weather) factors effecting current and future flight operations with the following systems: Flight Aware, Sky Vector, Flight Radar24, and Foreflight, advises flight crews on specific resource operational limitations, advises flight crew and the Supervisor of Flying on environmental (weather) factors that may affect flight operations and/or exceed LUSOA operating limitations/restrictions, and monitoring and enforcing flight crew compliance with the LUSOA flight operations policies and procedures. Additionally, each flight dispatcher manages daily scheduling activities for all LUSOA flight operations in order to maintain a “dynamic” scheduling environment in order to achieve efficient and effective use of LUSOA assets and personnel during day-to-day flight operations. Each flight dispatcher maintains proficiency in all applicable Federal Aviation Regulations (FARs), dispatching and scheduling tools, LUSOA MEL procedures, Liberty University academic and flight scheduling policies, maintain a basic understanding of financial aid and student accounts processes, and have a working knowledge of applicable Liberty University reporting systems. These systems include but are not limited to: Talon Systems: ETA and RMS, Sharepoint, Argos, CRM, Microsoft Teams and Office Suite. Staff members serving in this position will collaborate with all departments in the School of Aeronautics as well as the Registrar, Student Accounts to ensure each student is provided with detailed, accurate and timely communications regarding flight timelines, policies, and procedures. Individuals serving in this position must be able to work independently, exercising good judgment and discretion.

QUALIFICATIONS, CREDENTIALS, AND COMPETENCIES

Strong organizational skills, time-management skills, and communication skills. The flight dispatcher is required to have excellent computer skills, including proficiency with Microsoft Excel, Microsoft Word, SharePoint, and PowerPoint. Comfortable operating in fast-paced, dynamic environment. Must be eligible for and receive a Transportation Security Administration (TSA) background clearance and be granted access to an airport secure area. Four-year bachelor degree preferred. Aviation experience (pilot, scheduling and or dispatch experience), private pilot license or greater, and FAA Dispatcher certification preferred.
Effective communication both verbally and in writing. Ability to intuitively reason, analyze information and events, and apply judgment in order to solve problems of both a routine and complex nature. Excellent organizational skills. Regularly lift 40 or fewer pounds. Proof of a valid Virginia driver’s license, an acceptable DMV record, and liability insurance is required

Responsibilities:

  1. Work effectively as a team member, embracing and fostering LU’s mission of training Champions for Christ.
  2. Support a 6 day per week 98 hour student training program ensuring FAA compliance for operations, maintenance and academics.
  3. Coordinate with Associate Director of Operations Scheduling to execute the daily flight training schedule to include management and assignment of flight crew training airspace/areas and real-time management of potential conflicts in airspace assignments.
  4. Evaluate student flight operations check-in procedures.
  5. Control and issue aircraft keys and assigned credit cards Liberty Purchase Cards.
  6. Verify flight crew currency and funds availability upon ramp-out.
  7. Manage resource/flight crew assignments for each training activity, update aircraft, simulator and briefing room utilization within scheduling computer systems.
  8. Coordinate ground-to-air radio communications with airborne aircraft.
  9. Monitor current and forecast environmental (weather) factors effecting current and future flight operations and advise Supervisor of Flying regarding status changes.
  10. Monitor and enforce flight crew compliance with the LUSOA flight operations policies and procedures.
  11. Collaborate with LUSOA scheduling to manage daily training activities for all LUSOA training operations to maintain a “dynamic” scheduling environment to achieve efficient and effective use of LUSOA assets and personnel during day-to-day operations.
  12. Maintain proficiency in all applicable Federal Aviation Regulations (FARs).
  13. Maintain compliance with current LUSOA maintenance and operations procedures ensuring FAA compliance and safety.
  14. Assist Associate Director of Resource Management in coordination with Maintenance, Marketing, proficiency, and ferry flights that may occur during the day.
  15. Perform other duties and tasks as assigned by the Assistant Director of Operations Scheduling.
