MINIMUM QUALIFICATIONS

• Experience in managerial, administrative and supervisory principles and practices; strategic, operational and financial management principles, practices, and techniques.
• Degree in Civil Engineering, Construction Engineering or related field.
• Experience applying broad knowledge of federal, state and local transportation rules, regulations and policies.
• Skill in use of computers and software applications.
• Experience as Engineer responsible charge overseeing transportation construction principles and practices, transportation project management, processes, quality assurance and quality control methods.
• Valid Professional Engineer’s license.
• Experience in engineering design for roadways, state and federal standards related to highway design and construction.
• Ability to communicate effectively both orally and in writing with contractors, political entities and general public.
• Skilled in project scheduling and project management.
• Experience in project development, construction management and contract administration principles and practices; and quality assurance and quality control methods.

The Virginia Department of Transportation (VDOT) Hampton Roads District is seeking a District Construction Engineer to provide strategic leadership and direction in the planning and delivery of the District’s construction program. This position will plan, implement and monitor district construction activities to meet project development and delivery Dashboard targets. Meet goals for on-time, on-budget, quality, safety, and environmental compliance. Monitor project expenditures to minimize cost overruns. support project development and delivery targets on VDOT’s Dashboard. Assess and monitor development of bid proposals, contract awards, and contract performance for highway construction projects. Intervene, moderate and resolve disputed claims filed by contractors, political units, citizens and organizations. Build relationships with local government, elected officials, non-profit and private sector groups, the media and employees to serve the public in meeting transportation needs.
