IT Application Development - Senior/Specialist (Senior Front End Developer)
The DSHS Technology Innovation Administration’s Integrated Eligibility and Enrollment (IE&E) Modernization Program (Download PDF reader) (Download PDF reader) is hiring a Senior Front End Developer to join our Integrated Eligibility and Enrollment (IE&E) Modernization Program team. In this role, you will support the DSHS mission to transform lives and the Washington State Health and Human Services Enterprise Coalition goals of removing barriers to access for client benefits by leading and directing activities to redesign benefits access and service delivery through modernizing systems, policy simplification, and human-centered design efforts.
The IE&E Modernization Program is a multi-year effort under the leadership and governance of the Washington State Health and Human Services Enterprise Coalition (HHS Coalition). This position is a great opportunity to support DSHS’ mission to Transform Lives as well as supporting HHS Coalition goals. As a Senior Front End Developer, you will focus on designing, developing, and optimizing user interfaces for web applications, ensuring they are responsive, accessible, and user-friendly. This role involves close collaboration with design teams to bring visual concepts to life, implementing the latest frontend technologies to create dynamic and interactive web experiences. The developer will also play a crucial role in optimizing web applications for performance and scalability, adhering to web standards, and ensuring compliance with accessibility guidelines. Through these efforts, the Front End Developer will significantly
contribute to enhancing the user experience for both internal staff and external clients of the IE&E Modernization Program.

PREFERRED EDUCATION, EXPERIENCE, AND COMPETENCIES

  • Ability to adapt to rapidly changing technology and apply it to business needs.
  • Effective oral and written communication skills working with technical and non-technical customers. Responsibilities require strong team player with a positive attitude who can prioritize activities and work effectively under pressure.
  • Experience with deployment to Azure or other cloud platforms and .Net Core or other typed language.
  • Knowledge of DSHS programs and business practices. Knowledge of OCIO (statewide) IT policies, standards, and guidelines.

Responsibilities:

  • Design responsive Angular components and services using HTML, CSS, and Typescript.
  • Work closely with UX/UI designers to translate design concepts into functional web elements including implementing interactive elements and animations using frameworks like Angular and Bootstrap to enhance user engagement.
  • Collaborate with UX in conducting usability testing to identify and resolve interface issues.
  • Apply best practices for web performance, including compression, minification, and caching. Implement code splitting, modulization, and lazy loading to reduce initial load time. Optimize images and assets for web use without compromising quality. Analyze performance metrics and make adjustments to improve site speed.
  • Ensure all web content is accessible according to Web Content Accessibility Guidelines (WCAG) and in alignment with Section 508 of the Rehabilitation Act, including keyboard navigation and screen reader compatibility. Perform regular accessibility audits using tools to identify compliance gaps. Train development team on accessibility best practices to maintain compliance across all projects.
  • Work with Business Analysts to refine requirements from customers and effectively recommend development approaches and services.
  • Develop technology proof of concepts for new IE&E platform and products solutions.
  • Participate in scope of work estimation and forecasting.
  • Coach and mentor junior software engineers.
