Under the direction of a Section Chief of Economic Data Lifecycle Engineering of the Information Technology Department (ITD), the Economic Data System Engineer serves as a member of the Economic Data Lifecycle Engineering Section and should provide Fund-wide services on Economic Data Lifecycle Engineering. These services are associated with the Fund’s business capabilities of surveillance, lending, and capacity development. Specifically, the services Section offers include designing and implementing economic data engineering systems that span from data acquisition to sharing through transformation and migration to sharing and visualization. The selected candidate will be responsible to explore, identify, assess, and provide data engineering and technical services that support the entire data lifecycle. In addition, the selected candidate will advise economists and financial experts on specialized support in managing their various economic services and systems, including the assessing requirements and solution design and implementation. The selected candidate will also be responsible of delivering data engineering services while accounting for solutions’ aspects of risks, availability, scalability, reusability, performance, and integrity.

Main responsibilities of the Economic System Engineer include:

  • Leading day-to-day operations of economic data engineering systems including supporting economic data products as a part of the Economic Data Lifecycle Engineering.
  • Providing engineering designs for economic data systems and platforms to enable the IMF’s core business capabilities including surveillance, lending, and capacity development.
  • Managing and monitoring installed economic data systems and solutions and associated IT infrastructure to ensure smooth production operations.
  • Agile development of proof of concepts, automation tools and utilities to complement domain business platform capabilities.
  • Thorough understanding of the full lifecycle of economic data activities at the Fund.

Additionally, the selected candidate must demonstrate the following skills:

  • Experience in economic data engineering solutions and is expert with the use of SDMX and related metadata standards in the fields of economic and finance.
  • Experience in handling and analyzing big data sets using tools like Apache Hadoop, Spark, and Databricks to derive actionable insights.
  • Expertise in using data visualization tools like Tableau, Power BI, Plotly, or D3.js to communicate complex data insights in an understandable manner.
  • Experience in data, both structured and non-structured, search technologies.
  • Experience in Azure AI Services with proved implementations on large scale projects with APIs integrations using Python, Java, Scala, and SQL.
  • Experience managing capacity, growth, and day to day operations for large data management platforms.
  • Thorough understanding of architecting complex data solutions and is well versed at Data Analysis, Data integrity, Business Intelligence, Database planning and design, and Data Discovery.
  • Understand and implement new technology projects such as AI, Machine Learning, Data Science, etc.
  • Fluent in Java, Python, .Net, SQL Server, SQL Lite, R etc.
  • Experience with Data Mining, Search, and No SQL technologies.

Major Duties and Responsibilities

  • Provides engineering expertise in coordination with solutions owners, projects managers and technical leads of development teams to systematically enhance and enrich economic data solutions capabilities while adhering to the enterprise architecture and technology related policies.
  • Participates in the technology planning with solutions owners, product owners, and other key stakeholders, and contributes to creation and implementation of solutions’ roadmap.
  • Provides technical and engineering expertise in coordination with solutions owners, product owners, and business stakeholders to review user requests and assesses technical options.
  • Maintains economic data engineered systems, supports economic data products, and the integration with productivity applications on the enterprise platform to ensure adequate quality assurance performed prior to the enterprise-wide deployment of operating system updates and security patches.
  • Configures, manages, monitors, and provides tuning to installed economic data system solutions and associated IT infrastructure to ensure high availability, scalability, and performance.
  • Provides technical and engineering expertise in conducting workshops with various stakeholders to examine the current solutions as a part of the economic data lifecycle engineering advancement and to recommend measures to improve performance.
  • Performs technical investigation and troubleshooting of production incidents.
  • Takes on the responsibility of managing system administrator or privileged service accounts for key economic systems.
  • Monitors and analyzes economic data system usages statistics; and recommends optimization procedures for the business domain platform and associated product families.
  • Advises application development and data engineering teams on the adoption of enterprise data and metadata standards, and enterprise tools and technologies.
  • Provides advice, guidance, and assistance to junior colleagues as needed.

Minimum Qualifications

  • Bachelor’s degree in computer science, Computer Engineering, Software Engineering, Electrical Engineering, or a related engineering discipline plus ten (10) years of relevant professional experience or Master’s degree plus minimum of four (4) years of relevant professional experience is required.
  • Strong understanding of economic data, time-series, and associated data and metadate models.
  • Proven experience and specialty knowledge of economic data systems and IT service management.
  • Understanding of data privacy laws and best practices in data security and governance.
  • Proven experience of cloud computing, data modeling, data quality, and data security.
  • Proven commitment to staying updated with the latest technologies, trends, and best practices in economic data systems and related fields.
  • Flexibility and adaptability to rapidly changing technology landscapes and organizational needs.

This is a one-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent’s performance, budget availability, and continuous business need.
