Description:

EDUCATION AND EXPERIENCE:

  • Master’s degree in Early Childhood Education, Early Childhood Development, Human Development or related field strongly preferred; Bachelor’s degree required.
  • Bilingual oral and written language skills in English and Spanish preferred.
  • At least five years of work experience in Head Start and/or Early Head Start strongly preferred; minimum of three years of experience in the field of early childhood required.
  • At least three years’ professional leadership/management and supervisory experience required; Head Start and Early Head Start leadership experience strongly preferred.
  • Knowledge of State licensing requirements and/or Federal Performance Standards strongly preferred.
  • Experience working with children and adults from diverse populations required.

Responsibilities:

Component Oversight

  • Provide overall supervision and coordination of birth to five, center-based services in accordance with Federal Performance Standards, Oregon Pre-Kindergarten regulations, Oregon Office of Childcare regulations, and the Agency’s Strategic Plan.
  • Work with the Child Development Services Director in overall component planning, problem solving, policy development, personnel issues, and decision-making.
  • Manage and lead Education Supervisors and Mental Health Specialists.
  • Ensure the health and safety of children through management of active supervision, zoning, and accident/injury prevention and exposure systems (this includes: positive guidance, head counting, adult to child ratio, zoning, child incident reporting and notification, etc.).
  • Ensure service integration between Education, Disabilities and Mental Health services at the center level.
  • Actively participate as a member of the Management Team to support the integration of component services across the Agency.
  • Promote service integration with external service providers, to include Clackamas Education Service District (CESD).
  • Implement internal and external referral and consultation systems for children and families who are in need of Disabilities and/or Mental Health supports.
  • Ensure implementation of case management meetings (client review meetings, IFSP meetings, CESD consultation meetings, etc.) with staff regarding child and family needs.
  • Work collaboratively with Component Managers to ensure regular, ongoing communication and effective, cross-component service delivery.
  • Ensure implementation of Agency’s research-based curriculum and create model lesson plans that are data-driven, child-centered, and build on children’s interests and need.
  • Coordinate inclusive educational activities and learning opportunities for continuity across centers and programs.
  • Ensure system of child attendance recording, tracking, monitoring and follow-up is implemented across all center-based classrooms. Use ongoing child attendance data to inform continuous improvement in absenteeism rates and school readiness/child outcomes.
  • Use program and child data to develop and conduct effective training and professional development activities for education staff in coordination with other Agency components.
  • Coordinate supportive systems for inter-agency, external agency, and public school’s transitions.
  • Ensure that child files, forms, and records are accurately completed within allotted timelines to document and track family/child needs and services provided (in both paper and electronic formats).
  • In collaboration with Child Development Services Director, oversee setup of classrooms and ensure that component furniture, materials, equipment, and supplies meet Agency needs.
  • Support Circle of Security in the Classroom (COS-C) coaching and training to assigned center staff.
  • Conduct regular site visits to monitor child safety, learning environments, staff-child interactions, curriculum implementation, and child assessment activities.
  • Oversee completion of structured classroom observations, to include: CLASS, TPOT, TPITOS, and curriculum fidelity checklists.
  • Contribute to the development and implementation of Annual Practice Based Coaching plan, in coordination with Program Professional Development Manager.
  • Assist in individualized child placement (enrollment) in coordination with appropriate stakeholders.
  • Strengthen rapport with local agencies through on-going communication and participation in community meetings and events.
  • Oversee the continuation of the School Readiness Committee; develop annual Agency School Readiness Goals.
  • Maintain complete and accurate records, to include completion of Component Task List items.

Personnel Management

  • Effectively and efficiently manage direct reports while modeling strong leadership skills.
  • Develop and execute an Annual Component Learning Plan for the component. Facilitate the development and implementation of component specific trainings; provide trainings as requested.
  • Engage in, encourage, and support professional development opportunities in keeping with the organizational structure.
  • Plan and facilitate regular component team meetings.
  • Facilitate resolution of conflicts.
  • Work with the Human Resources department and Child Development Services Director to plan/implement staffing assignments.

Reporting

  • Compile and submit reports as scheduled and/or requested by the Child Development Services Director.
  • Ensure completion of child assessment ratings for each center-based classroom, 3 times per year, as scheduled. Analyze and present child outcomes data on a quarterly basis to Management Team and governing bodies.
  • Ensure implementation of Annual Data Monitoring Plan schedule of monitoring and data review for respective components.
  • Ensure completion of the Manage by Information reporting requirements on a monthly basis.
  • Ensure completion of the annual Self-Assessment and Strategic Plan activities for assigned components.
