Description:

ELECTION TECHNOLOGY PROCUREMENT EXPERT

Democracy International (DI) an Election Technology Procurement Expert (consultant) for implementing USAID’s Support to Electoral Integrity (SEI) in Bosnia and Herzegovina (BiH) to improve the integrity and transparency, and increase citizen trust, in political processes. As part of SEI and ahead of the October 2024 municipal elections, DI is supporting the BiH Central Election Commission (CEC) and the Municipal Election Commissions (MECs) to pilot appropriate technology solutions to strengthen confidence in the electoral process and mitigate manipulation of results. DI is seeking an expert to help develop the tender for an election technology pilot using optical ballots scanners and direct results transmission from the polling stations to the MECs and/or CEC results center. The pilot will be implemented in select cities and municipalities in BiH, in approximately 140 polling stations. This is a remote consultancy with possible travel.
Bosnian Electoral Code and recent amendments provide for the introduction of new voting technologies in BiH. The technologies will be procured by DI using the full and open tender.

REQUIRED SKILLS AND EXPERIENCE:

Education:

  • Master’s Degree or equivalent in Computer Science, Information Technology, Business Administration, Public Administration, Finance, Economics or related field.

Experience:

  • 7 years of relevant experience at the national or international level in election technology advisory roles or procurement management.
  • Experience in the usage of various election technologies as well as computers and office software packages (MS Word, Excel, ATLAS financial module, etc.) and advance knowledge of web-based management systems
  • Experience of USAID and election technology procurement is essential.

Language Requirements:
Fluency in English, Bosnian an advantage

Responsibilities:

Under the Supervision of the SEI Chief of Party, the Consultant will:

  • Review of technical aspects of DI’s procurement process for the introduction of relevant technologies in BiH.
  • Development (review of the draft) of technical specifications for the procurement of optical ballots scanner with direct results transmission to fit the needs of BIH for October 2024 elections. Review of all requirements for necessary software and hardware.
  • Advise on full technical compliance of procurement activities with DI policies and procedures (and applicable CEC and BiH rules, regulations, policies and strategies); elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system.
  • Introduce, elaborate, and advise on sourcing strategy and procurement tools.
  • Travel to BiH as requested (between 5-7 days for the tender portion) with an option for some hybrid/remote work.
  • Serve on SEI selection committee to choose the vendor.
