GENERAL DESCRIPTION:

The Wyoming Military Department (WYMD) Construction and Facilities Management Office (CFMO) is seeking a Principal Engineer for our design and project management program in Cheyenne, Wyoming. This position is responsible for project management of all projects assigned from conceptual design thru completion of construction, record finalization, and construction warranty period. Typical projects range in size and complexity from $250,000 to $25 million. Our design-build construction projects range in variety: asphaltic and concrete pavement rehabilitation, underground utility, new commercial building construction, remodeling of existing commercial buildings, HVAC, and electrical upgrades.
The CFMO is responsible for all design and construction projects for Army National Guard facilities throughout the state of Wyoming, including Camp Guernsey. We construct and maintain the facilities that Army National Guard soldiers train in so they can be ready to respond to any natural disaster or national emergency in Wyoming’s communities or anywhere throughout the world.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Responsible for the development of scopes of work for future construction projects, including coordination with tenants and stakeholders.
  • Responsible for the development of Independent Government Estimates (IGE) to include costs and schedule estimating for future construction projects.
  • Responsible for review of project plans and specifications for technical merit and owner intent. Coordinate closely with Architects and designers to ensure functionality, sustainability, and budget are being met during project design phases.
  • Works closely with Owner Advisors (OA) that provide consultation and inspection services to the CFMO.
  • Responsible for ensuring appropriate documentation is complete for environmental requirements prior to construction.
  • Review and manage all design and construction documentation.
  • Responsible for coordination of contracts and contract amendments and negotiations with contractors on scope and costs.
  • Coordinates work schedules with contractors, inspects workmanship, inspects construction for compliance with plans and specs, and ensures quality control and quality assurance programs are compliant.
  • Responsible for the management of project budgets and authorizes payments to contractors and consultants for work performed.
  • Assures projects are completed in accordance with plans, specs, and design criteria.
  • Coordinates interim and final inspections of construction projects.
  • Drafts detailed reports regarding the progress of construction projects.
  • Manages warranty repairs for completed construction projects.
  • Train, develop, and mentor junior staff members.
  • Advises senior leadership regarding design and construction budgets, schedules, and contracts.
  • Participates in selection panels for awarding contracts to design-builders, architects, and engineers.
  • Confers or coordinates with other State Agencies or other government levels as needed.
  • Responsible for meeting requirements of the National Guard Bureau (NGB) and other relevant agencies on projects.
  • Develop and implement standard operating procedures (SOP’s) for the project management section.
  • Affixes P.E. stamp to work completed.

KNOWLEDGE:

  • Knowledge of engineering fundamentals relating to construction project management.
  • Knowledge of legal aspects regarding State construction contracts.
  • Able to effectively communicate thru both verbal and written means to relate specific concepts and ideas to senior leadership, contractors, architects, consultants, and design engineers.
  • Able to effectively monitor and oversee work schedules and projects.
  • Able to manage time effectively to give attention to prioritized projects.

EDUCATION:

Bachelor’s Degree (in Engineering)

EXPERIENCE:

2-4 years of progressive work experience (in Engineering) with acquired knowledge at the level of a Project Engineer
