Description:
POSITION SUMMARY
MEPPI’s Power System Engineering Division is looking for an Energy Policy and Regulatory Consultant to provide strategic consulting services and guidance in the energy policy and regulatory arena for MEPPI and key stakeholders within the electric power industry consisting of electric utilities, interconnection customers (developers), financial institutions, and independent system operators.
QUALIFICATONS
- Master’s degree focused on energy policy, energy regulations, energy finance, power system economics, or the energy business with a minimum of 10 years of experience managing or consulting in the electric utility industry, and a minimum of 10 years of experience in policy and regulatory consulting or a related industry position with technical competence in power sector power system economics, energy finance, regulations, policies, and technologies.
- Advanced knowledge of FERC standards, NERC orders, energy policy, and global legislative activities and large energy organizations practices impacting the energy landscape.
- Advanced knowledge of energy use challenges, utility regulation, and renewable/clean energy standards.
- Advanced knowledge of and experience with the review and negotiation of terms and conditions for energy deals related to policy, regulations, and financial matters.
- Advanced knowledge of and experience with obtaining project financing for energy projects.
- Advanced interpersonal communication and presentation skills required to communicate with employees, customers, and governmental entities.
- Advanced analytical and problem-solving skills.
- Advanced computer skills with emphasis on Microsoft Office products.

Responsibilities:
- Provide strategic consulting services on energy policy and regulations to electric utilities, interconnection customers (developers), financial institutions, and independent system operators.
- Provide strategic consulting services to facilitate the financing necessary for clean energy and electric grid infrastructure including forward-facing experience with financial institutions on behalf of interconnection customers, and with resource planning and regulatory bodies.
- Manage and lead consulting services establishing clientele with initial annual revenue of $500k.
- Guide MEPPI on identifying and utilizing clean and renewable energy programs and incentives provided through government funded initiatives such as the Inflation Reduction Act (IRA) and Infrastructure Investment Jobs Act (IIJA).
- Guide MEPPI on fulfilling and maintaining compliance to electric utility regulations and standards governed by the Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), and the Department of Energy.
- Provide expertise and testimony when required on energy project submittals including energy policy, regulations, and financial matters.
- Collaborate with the MEUS Government Affairs representative on consultative works, as needed.
- Conduct audits and assessments to verify compliance with policies, procedures, and regulatory requirements.
- Develop and conduct training and education programs for employees and customers to raise awareness of compliance requirements and regulatory issues.
- Perform quantitative analyses using both standard Excel-based tools and more complex modeling platforms. Utilize existing models, repurpose existing models to new tasks, and build new models where necessary.
- Support and assist the MEPPI President as needed.
- Further the goals and positive, professional image of the Division by professionally representing the Company with customers and through interaction with other MEPPI departments and vendors.
