The Ministry of Energy and Resources is seeking a highly-motivated, results-oriented professional with strong analytical and project management skills to join the Liability Management Branch in Regina.
You will be part of a team of dedicated professionals involved in the development and delivery of liability management programs related to the provincial upstream oil and gas industry.
Reporting to the Liability Regulation Manager, you will be responsible for:
- Reviewing, analyzing and making recommendations on various applications; and calculating post Licensee Liability Rating (LLR) and security deposit requirements for license transfer applications;
- Modeling and forecasting changes to the LLR Program or the cost of future orphan liability risk presented by an individual company or the entire oil and gas industry;
- Conducting engineering and economic evaluations on individual licensee’s to determine the orphan liability risk a company poses to the province;
- Preparing packages for the Fund Advisory Committee to support recommendations to deem defunct or insolvent companies as orphans;
- Maintaining the security deposit records within the LLR system and preparing the correspondence to banks and licensees in terms of payments, refunds and forfeitures;
- Contacting licensees and aid in taking enforcement actions (i.e., issue Minister Orders, obtain Judgement from the Court of King’s Bench, etc.) to collect outstanding security deposit and/or orphan fund levy invoices;
- Creating and maintaining excel spreadsheets and access databases involving complex coding and queries in order to analyze data and produce statistical data and graphs for reports and program development; and
- Aiding with IRIS Enhancements to improve the efficiency of the Liability Regulation process.
To qualify for this position, you will possess a Bachelor of Science degree in Engineering and must be registered or eligible for membership in the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS).
