Would you like to be a key contributor for generational projects that will shape transportation in Edmonton? The LRT Expansion & Renewal Branch is hiring an Engineering Program Manager.
The LRT Expansion & Renewal Branch is responsible for the delivery of LRT capital projects such as Metro Line, Valley Line and Capital Line. The Branch is guided by and aligned with Council’s strategic goals, the City Plan, and numerous other Council approved policies and initiatives. The direction set by these strategic plans, priorities, and policies have culminated in a commitment to create a compact and more integrated urban environment, and establish an integrated mass transit network that connects people to destinations. In contribution to this vision, the LRT Expansion & Renewal Branch is currently overseeing approximately $6 billion in LRT expansion projects.
Reporting to the General Supervisor, this position will be focusing on various LRT transportation and facility scopes for new and existing LRT infrastructure which includes LRT trackways, stops and stations, LRT systems and communications, maintenance facilities, bridges and tunnels. The Engineering Program Manager will lead a team of professionals in the design, construction implementing project management principles to ensure project delivery to the highest standards.

Qualifications:

  • Bachelor’s Degree in related field of Engineering (Civil, Mechanical, Electrical)
  • Must be a Professional Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
  • Minimum of 7 years progressively responsible engineering and project management experience in transportation or facility projects and contract administratio

Skills required for success:

  • Comprehensive understanding of planning, design, and construction related to architectural, civil, structural, facilities, mechanical, electrical and/or related fields
  • Project management skills including an understanding of project management methods and techniques (PMBOK best practices)
  • Excellent collaborative and communication skills working with both internal and external stakeholders, with an ability and willingness to delegate and empower others
  • Demonstrated experience working with multi-disciplinary teams in the delivery of projects
  • Experience with conflict resolution and negotiation as well as solving complex and sensitive issues

Responsibilities:

  • Project manage LRT and related facilities design and construction including: administer consultant and contractor contracts, direct design preparation and field reviews, coordinate utilities/other civic departments, manage the design budget, initiate land acquisitions and manage multi-disciplined engineer consultants
  • Supervise Engineering Project Managers
  • Act as the City’s technical scope lead for LRT trackway, facilities such as stations, and systemsOversee the design, delivery, and quality audit process of work performed by multi-disciplinary teams consisting of project managers, consultants, contractors, clients and stakeholders with a focus on transportation infrastructure (ie. track, roadways) and facilities
  • Review and seek expertise from other technical experts as required to accept the design and delivery of work performed by engineering consultants.
  • Ensure appropriate specifications and standards are developed and/or used based on technical expertise and management of engineering specialists
  • Apply technical and engineering expertise to guide Engineering Consultants to anticipate, identify and resolve issues that may impact the project
  • Review and oversee feasibility studies, master plans, functional programs and design reports, drawings and specifications, as well as operation and maintenance reports and manuals submitted by Consultants. Arrange for appropriate Subject Matter Expert review for technical review for scopes outside of the Position’s engineering competency.
  • Manage, monitor and report project milestones through detailed plans and schedules, ensuring the project is on budget, on schedule, and within the defined scope and quality.
  • Monitor and manage risk related to the project.
  • Participate in contract procurement using a variety of methods such as Design-Bid-Build and Construction Management
  • Maintain effective communication with senior management and key stakeholders on projects status, issues and milestones
  • Participate in the mediation of complex issues involving internal staff and external stakeholders including the public, contractors and consultants
  • Assist in the development and implementation of public engagement processes and activities, working in collaboration with the Communications and Engagement Team
  • Perform all work in accordance with the Branch’s Occupational Health & Safety Program and Enviso - Environmental Management System (ISO 14001)
  • Perform other related duties as required

Qualifications:

Assets:

  • Experience with Light Rail Transit / Heavy Rail / Urban Transportation Engineering and managing complex multi-disciplinary projects
  • PMP designation or coursework/training in project management, public administration or other leadership training
  • Familiarity with the City of Edmonton Project Development and Delivery Model (PDDM)
  • Experience in public engagement and communication processes

Conditions of Employment:

  • Valid Alberta Class 5 driver’s licence (or provincial equivalent). You will be required to arrange your own transportation for use while on City business. Where appropriate, you will be reimbursed for expenses related to that travel in accordance with City of Edmonton policy
