Position: Engineering Technologist – Development (Level I)
Salary: $34.77 to $40.68/hr
Union: CUPE
Reports to: Team Leader – Development Engineering & Approvals
Division: Engineering & Infrastructure

QUALIFICATIONS & EXPERIENCE:

  • Must have a 3-year diploma in Civil Engineering Technology or equivalent.
  • Working towards CET designation.
  • Minimum of 1-2 year’s progressive experience in the field of infrastructure and development engineering.
  • Must hold a valid Ontario driver’s “G” license.
  • Clear police clearance

KNOWLEDGE & SKILLS:

  • Ability to use computer-based software’s such as ESRI, Auto CAD, Microsoft office 365 (Word, excel, power-point, Power BI, Teams) etc.
  • Ability to provide excellent customer service, project management and technical reports preparation experience will be considered as an asset.
  • Ability to establish professional relationships and networking.
  • Must be able to demonstrate advances analytical skills, problem solving skills, tact, diplomacy, confidentiality, and effective time management skills.
  • Must be able to demonstrate awareness and ability to keep current of new and evolving trends and techniques in the field of the municipal infrastructure.
  • Well-developed verbal and written communication skills
  • Well-developed customer service, interpersonal, conflict resolution, and organizational skills.
  • Familiar with municipal engineering design guidelines and Ontario Provincial Standards and Specifications along with thorough knowledge in building and construction.
  • Knowledge of municipal bylaws, Ontario Provincial Standards and Drawings, Highway Traffic Act, Book 7 training, Occupational Health & Safety Act of Ontario, and WHMIS would be an asset.
  • Must have knowledge of the Project management and Civil Engineering principles.
  • Familiar with all relevant Federal and Provincial legislation concerning all matters of municipal engineering including the Environmental Assessment Act, Highway Traffic Act, Drainage Act, Public Transportation Highway Improvement Act, and any other legislation and regulations.
  • Familiarity with soil removal and deposition processes considered as an asset.

Responsibilities:

PURPOSE OF POSITION:

Reporting to the Team Leader – Development Engineering and Approvals and under the overall direction of the Corporate Leader - Operations, the Engineering Technologist – Level I assist development engineering projects; assists in administration of in-house engineering projects; assists with the preparation, coordination and compiling of review comments on engineering submissions.

MAJOR RESPONSIBILITIES:

  1. Attends pre-consultation meetings to assist in providing engineering input on engineering proposals, including coordinating engineering comments.
  2. Review of design drawings and inspect construction sites to ensure compliance with the Municipality’s engineering standards and applicable legislation relating to public safety for engineering projects that have been assigned.
  3. Provide feedback regarding establishing present and future infrastructure requirements and standards for the Municipality.
  4. Provide information for the preparation of project estimates, local improvements, and construction scheduling.
  5. Maintain condition assessments and infrastructure management studies for roads, sidewalks, bridges, traffic signals, sewers, water mains and railway crossings.
  6. Provide information for the maintenance, summary, and analysis of the Traffic Counting Program.
  7. Provide information for the preparation of the budget including ensuring cost recovery of all outside legal and consulting engineering expenses related to the review and inspection of engineering proposals.
  8. Assist in providing information and technical advice on the review and approval of the location of all requests to install utilities such as hydro, gas, telephone, TV cable and other telecommunication plant within the municipal/public rights-of-way.
  9. Liaise with external government agencies, neighbouring municipalities, local agencies, and organizations on municipal project engineering related matters.
  10. Prepare conceptual engineering and design reports, studies, and drawings as required.
  11. Provide information related to the identification of municipal requirements for negotiations, identifying and negotiating with property owners for the acquisition of necessary easements or land purchases for the construction of municipal services as needed.
  12. Complete field construction inspection as required of works initiated by the Municipality to ensure adherence to relevant Engineering Agreements and contract documents.
  13. Monitor and track engineering projects for required securities and timing of releases, and/or reductions.
  14. Provide information and technical comments regarding technical assessments and reviews of traffic studies and traffic operational issues in the Municipality.
  15. Coordinate and chair quarterly utility coordination committee meetings.
  16. Coordinate field inspections, undertake contract administration, prepare payment certificates, and ensure quality control on all assigned projects.
  17. Assist in providing information and technical comments for the preparation of the development of policies and by-laws relating to transportation.
  18. Assist in providing information and technical comments in the preparation of committee and council reports, including investigations, analysis and recommendations for engineering and transportation projects and related matters.
  19. Other duties as assigned.
