ENGLISH LANGUAGE ARTS EDUCATION CONSULTANT

EDUCATION CONSULTANT I:

SCOPE OF WORK : To plan, coordinate and monitor English language arts educational programs and assessments in K-12 schools and early literacy programs to ensure compliance with federal and state regulations by providing technical assistance and consulting services.

ACCOUNTABILITIES :

Conducts reviews and evaluations of educational programming, local and state assessments for English language arts in K-12 schools and in early literacy programs to ensure compliance with state and federal regulations and provides technical assistance to schools and programs to support compliance.
Conducts onsite monitoring and desk monitoring of educational standards, assessments and practices for K-12 English language arts content area and for early literacy programs, and prepares reports recommending approval actions and suggesting program improvements.
Reviews federal and state legislation and regulations for content standards, assessments and practices for K-12 English language arts content area and for early literacy programs for the purpose of implementing educational programs and assessments in NH K-12 schools and in early literacy programs.
Plans, coordinates and facilitates professional development and in-service programs for New Hampshire educators, and collaborates with local educators and educator associations responsible for standards, instruction, assessment, and professional growth related to English language arts and early literacy.
Researches, reviews and analyzes current research and recommendations for improving English language arts K-12 and early literacy education; disseminates information relative to promising practices and assessments to local educators, educational agencies, businesses and professional associations engaged in meeting community needs
Supervises the preparation of annual and regular reports, publications, and studies related to standards, instruction, assessment and professional development in English language arts K-12 and early literacy education.
Identifies program needs in order to research funding opportunities to provide additional resources for programs. Coordinates the submission of grant requests and monitors grant implementation to include tracking expenditures and performance to ensure compliance.

MINIMUM QUALIFICATIONS :

Education: Master’s degree from a recognized college or university with a major study in Education or a Master’s degree in curriculum and instruction, education administration, or a related field.
Experience : Five years’ experience in the field of education, three years of which must be relevant experience in English language arts K-12 instruction or early literacy.
License/Certification : Eligibility for NH educational certification. Eligibility for driver’s license and/or access to transportation for use in statewide travel.
PREFERRED QUALIFICATIONS : Education and experience in teaching and providing professional learning opportunities in elementary English Language Arts or early literacy.

EDUCATION CONSULTANT II:

SCOPE OF WORK : To implement educational program objectives for English language arts K-12 educational programs and early literacy programs in NH schools by reviewing recommendations, interpreting data, drawing conclusions, and planning and promoting short and long-term goals or strategies.

ACCOUNTABILITIES :

Conducts reviews and evaluations of educational programming in English language arts in K-12 schools and in early literacy programs. Analyzes local school data, makes comparisons to state and national data, and develops recommendations and plans to improve programing.
Supports the implementation of improvement plans by providing technical assistance to schools and programs.
Conducts onsite monitoring and desk monitoring of educational standards, assessments and practices for K-12 English language arts content area and for early literacy programs, develops plans recommending approval actions and provides technical support in implementing improvement actions.
Analyzes and interprets federal and state legislation and regulations for content standards, assessments and practices for K-12 English language arts content area and for early literacy programs for the purpose of implementing educational programs and assessments in NH K-12 schools and in early literacy programs, and to ensure compliance with state, federal and agency laws, policies and regulations.
Creates, designs and develops professional development materials to instruct the educational community, parents, and other stakeholders on the standards, instruction, assessment, promising practices and professional growth related to English language arts and early literacy.
Evaluates, analyzes, and interprets current research and recommendations for improving English language arts K-12 and early literacy education; disseminates information relative to promising practices and assessments to local educators, educational agencies, businesses and professional associations engaged in meeting community needs.
Prepares annual and regular reports, publications, and studies related to standards, instruction, assessment and professional development in English language arts K-12 and early literacy education.
Explains and defends operational practices and educational programming to educators and the public; provides testimony before the legislature, when requested, regarding proposed changes in state laws affecting standards, instruction, and professional development in English language arts K-12 and early literacy education.
Researches funding opportunities and submits grant requests to include writing proposals, preparing budgets, and identifying support agencies. Implements and manages awarded grants and associated programming to include monitoring expenditures and tracking performance to ensure compliance.

MINIMUM QUALIFICATIONS :

Education: Master’s degree from a recognized college or university with a major study in Education or a Master’s degree in curriculum and instruction, education administration, or a related field.
Experience: Seven years’ experience in the field of education, five years of which must be relevant experience in English language arts K-12 instruction or early literacy.
License/Certification : Eligibility for NH educational certification. Eligibility for driver’s license and/or access to transportation for use in statewide travel.
PREFERRED QUALIFICATIONS : Education and experience in developing and providing professional learning opportunities in elementary English Language Arts or early literacy. Grant writing and/or management experience.
SPECIAL REQUIREMENTS : Verification of education credentials by designated Department of Education personnel and a minimum of two years as an Education Consultant I required for in-house promotion to Education Consultant II.
