Description:

OVERVIEW

The Air Quality and Climate Division of the Vermont Department of Environmental Conservation is recruiting an Air Quality Environmental Analyst in the Compliance Section. The Air Quality and Climate Division implements state and federal clean air laws and regulations and works with federal, regional, state, and local agencies and organizations to protect the public and the environment from the adverse effects of air pollution. The Division is comprised of five sections: Planning, Ambient Monitoring, Mobile Sources, Permitting, and Compliance.
The primary duty of this position is the investigation into complaints involving odors, excessive visible emissions, nuisance open burning and other air quality related complaints. Other core duties of this position involve performing compliance inspections of industrial, commercial and institutional sources of air pollution, writing inspection and investigation reports, drafting warning letters and other enforcement documents. Duties may also include regulating wood heating, gasoline vapor recovery and management of the open burn permit program.
Activities may involve climbing tall stacks and ladders and exposure to dust, chemicals and other pollutants in standard industrial settings. These duties include communication and interaction with the regulated community, town officials, other regulatory bodies such as state agencies, US EPA and regional air pollution organizations, complainants and other members of the general public. Some interactions may be contentious.
This position will be a mix of office and fieldwork throughout Vermont. Some travel to out-of-state meetings, conferences and training courses is also expected.

MINIMUM QUALIFICATIONS

Master’s degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field.
OR
Bachelor’s degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.
OR
Four (4) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.

PREFERRED QUALIFICATIONS

  • Background in air quality and the Clean Air Act
  • Knowledge of air quality and air pollution principles
  • Experience interacting professionally with the general public
  • Experience with field work
  • Familiarity with MS Office products, particularly Word and Excel.
