SUMMARY

This is a professional position managing environmental compliance programs at Charlotte Douglas International Airport (CLT). Work involves coordination and oversight of environmental planning, compliance, and remediation projects. Most responsibilities relate to the design, construction, operation, and maintenance of airport facilities. Other responsibilities may pertain to complying with environmental mandates posed by governmental entities on Airport - owned properties or proposed property acquisitions. Many projects are recurring or on-going. The Environmental Compliance Coordinator (ECC) will engage in projects and permit-compliance programs including those related to storm water management, spill prevention, air quality, water quality, erosion control, and waste management. Work involves interaction with the CLT Airport planning, engineering, design, construction, and maintenance staff members. The ECC provides support for environmental field staff, and supports the Airports planning and engineering group. The ECC reports to the Airport’s Environmental Manager.
The level of performance for this position is determined through the Airport’s ongoing level of compliance with policy, laws, state, federal, and local ordinances, and other applicable regulations. Work requires frequent contact with both internal and external customers, airport tenants, and regulatory and government officers. It requires good and independent judgment within established rules and policies.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of basic typical environmental regulatory challenges, environmental law, state and local obligatory regulations, and basic permitting requirements and compliance expectations for large diverse industrial facilities.
  • Ability to perform basic mathematical computations, to make estimates and compile moderately complex engineering or laboratory data and statistics.
  • Ability to use personal computers for word processing and database management.
  • Ability to reason, communicate, understand, and work through the logistics of regulatory challenges.
  • Ability to understand and follow directions and perform the objectives independently of others.
  • Ability to read, scrutinize, understand, and reach conclusions with regards to laboratory or testing analytical data.
  • Ability to prepare and present clear and concise non-biased factual reports for a variety of audiences.
  • Ability to moderate and communicate effectively, orally and in writing.
  • Ability to deal tactfully and courteously with the public, Airport tenants, and regulatory officials, representing the airport in a positive manner.
  • Ability to supervise and inspect work of contractors on construction or remedial projects in the field or office, and to adhere to plans and specifications.
  • Ability to establish and maintain effective working relationships.

PREFERRED QUALIFICATION

This position requires a bachelor’s degree in civil engineering, earth sciences, geology, hydrogeology or related technical field and course work in environmental subjects and scientific academics. The applicant should have a minimum of seven years of experience, or an equivalent combination of education and relevant work experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties. Favorable consideration will be given to those candidates who possess certification and/or licensing as a Professional Engineer or Professional Geologist in North Carolina, or licensed equivalent from another state. Experience in civil or environmental engineering, environmental consulting, environmental planning, geological, or hydrogeological consulting, or remedial services is preferred, and individuals who have worked with regulatory(governmental) entities will be given top consideration. Experience within Aeronautical, Aviation, or Airport environs is a plus.

MINIMUM QUALIFICATIONS

Bachelor’s Level Degree - Engineering and three years relevant experience.

Responsibilities:

  • Oversight of the Airport’s NPDES permit and Stormwater Pollution Prevention Program. The Environmental Compliance Coordinator will be expected to manage the NPDES permit and accompanying SWPPP. These responsibilities ensure compliance with the state agency-Issued NPDES permit. Responsibilities Include coordination with others to ensure all action necessary to abide by permit provisions as well as exercise the rights thereof. Communication with internal and outside parties is necessary to respond to deficiencies, resolve conflicts, and promote a good standing with regulatory agencies. This position may often require a review and interpretation of laboratory data, regulatory law, historical information, and case studies to seek mitigation strategies. The ECC will conduct (or assist to conduct) annual education and training to Airport tenants and co-permittees and is supported by the Airport’s Environmental Staff.
  • Oversight of the Airport’s 2023 SPCC Plan. The ECC will manage and maintain the Airport’s Spill Prevention Counter-measure and Control Plan by continued implementation of the protocols therein, and will seek to insure the Airport complies with the provisions stated within the Federal SPCC regulation 40 CRF 112. The ECC is expected to work closely with internal co-workers and airport tenants to maintain compliance with all current and forthcoming regulations pertaining to management of spills, reporting, cleanup, etc. The ECC will also provide technical advice, education, and assistance to co-workers, tenants, consultants, contractors and others regarding operational procedures, regulations and standards necessary to meet the minimal compliance standards and improve the CLT level of performance.
  • Oversight of Air Quality Permits. The ECC must work to ensure the Airport maintains compliance with all CLT- owned regulatory issued air quality permits at the local, state, or federal level. There is currently one single such permit. The ECC will additionally seek to improve overall community Air Quality by supporting Airport sustainable objectives to reduce pollutant levels generated as a result of Airport Operations.
  • Oversight of CLT UST and AST program Management – The ECC Is responsible for lead efforts to comply with the State and Federal government’s on-going requirements for Underground Storage Tank use and operation, installation, removal and site abatement, and maintenance and inspections. The ECC gains support for these objectives from the Airport’s Environmental Staff as well as tenant-managed properties with UST/AST systems.
  • Wetlands and Surface Water Quality-The ECC works with Airport Development, construction contractors, tenants, and NCDEQ to protect and preserve water quality within the Airports footprint. The ECC will need to be able to recognize federally designated jurisdictional water quality features (or similar sensitive areas) and balance preservation against Airport development objectives through a fast paced and ambitious growth plan for long-term success. The ECC will specifically work to ensure compliance with US EPA and US Army Corps of Engineers “404” permitting requirements and the associated NC DEQ 401 water quality certification. The ECC will additionally investigate adverse internal actions and respond to complaints of non-compliance related to Airport construction.
  • Assist to oversee Airport Waste Disposal-The ECC will be familiar with the Airport’s responsibilities relating to waste management and provide support to deal with solid waste, hazardous waste and non-hazardous waste generated at CLT.
    All named responsibilities have periodic regulatory reporting, inspections, and scheduling requirements. The successful candidate must ensure each regulatory requirement is met on schedule and within budget without fail.
