QUALIFICATIONS

NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement.
In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below:

To qualify for the GS-07 level, you must have one of the following:

  • 1 year of full-time* specialized experience equivalent to at least the GS-05 level defined as conducting analysis or preparing written analysis of policy options related to the environment.
  • 1 year of graduate-level education; or superior academic achievement (Superior Academic Achievement Definition); the education must be directly related and provide the knowledge, skills, and abilities necessary to do the work of the position
  • equivalent combination of education and experience

To qualify for the GS-09 level, you must have one of the following:

  • 1 year of full-time* specialized experience equivalent to at least the GS-07 level defined as conducting environmental or public policy analysis; and preparing written analysis of policy options addressing environmental issues.
  • 2 years of progressively higher level graduate education leading to a master’s degree; or master’s or equivalent graduate degree; the education must be directly related and provide the knowledge, skills, and abilities necessary to do the work of the position
  • equivalent combination of education and experience

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of Clean Air Act regulatory programs; 2) Skill in data analysis and interpretation; 3) Skill in written communication; 4) Skill in oral communication; 5) Ability to conduct presentations; 6) Ability to collaborate with a variety of stakeholders; 7) Ability to work in a team.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

EDUCATION

You need a degree or combination of education and experience as described below to qualify for this position.
If qualifying for this position based on education, you must have a bachelor’s or higher degree from an accredited or pre-accredited college or university in behavioral or social science, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed; OR four years of experience that demonstrate you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major, as listed.

Responsibilities:

At the entry level of this position, you will

  • Provide technical, data, and policy support in the implementation of regulations, policies, and guidelines related to air quality programs;
  • Prepare written documents and oral presentations on complex technical, legal, and policy issues;
  • Foster and maintain workplace relationships with parties internal and external to the stakeholders.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level.
