Leidos has an opening for an Environmental Waste Compliance Specialist to support the US Army’s Assembled Chemical Weapons Alternatives (ACWA) program. The successful candidate will be a member of a team supporting the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) Field Office (FO) Project Manager. The candidate shall work as part of the Leidos team to ensure compliant clean up and closure of the facility by providing technical input to the government FO in the areas of facility decontamination and closure operations, compliance for laboratory operations on hazardous waste and oversight of environmental activities to ensure compliance with state and federal regulations.
Primary Responsibilities

Successful candidate shall perform document reviews and technical research, and provide technical input associated with the operating contractor activities to provide the information necessary for the Government to perform its oversight mission. The candidate shall perform project-related environmental compliance and waste management activities as specified by the Government Site Project Manager (SPM) or Government Subject Matter Expert for the functional area. The following activities are included as typical work efforts but can vary based on the Leidos team lead’s and/or SPM’s needs.

  • Provide technical input on operating contractor environmental submittals to determine impact on the Pueblo Chemical Depot (PCD), Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) environmental permits, plans, SOPs, training documents, design changes, and ECPs.
  • Convey technical information and communicate advice, opinions, recommendations, or ideas to the Government on physical inspection of all PCAPP buildings, systems, equipment, tanks, and any location managing PCAPP waste to ensure operating contractor and facility compliance with the environmental permits and regulations (Resource Conservation and Recovery Act [RCRA]), Clean Air Act [CAA], Clean Water Act) and other applicable federal, state, and local environmental requirements.
  • Review PCAPP permit documents, design criteria, design specifications, and other pertinent documents used to verify facility compliance with RCRA and CAA permit requirements and be able to assess compliance of operating contractor activities, procedures and documentation with these requirements.
  • Conduct environmental compliance inspections and provide technical input to the Government on the adequacy of inspection documentation.
  • Review and assess environmental inspection reports, corrective actions, lessons learned, and continuous improvement processes and provide technical input to the Government regarding the accuracy and effectiveness of inspections and corrective actions. The technical input should facilitate the Government’s ability to effectively evaluate the operating contractor’s commitment to process improvement.
  • Review and communicate to the Government the adequacy of the operating contractor’s environmental implementation, compliance documentation, and record keeping activities to ensure execution with environmental laws, environmental permits, SOPs, and ACWA directives concerning environmental compliance.
  • Successful candidate should have experience interfacing with federal, state, and on-site regulators.
  • Candidate shall collaborate as a member of an interdisciplinary team providing oversight to the Government team.
  • Duties include ability to wear prescribed Personal Protective Equipment to include safety shoes, safety glasses, hard hats and occasionally respirator including an M40 mask.

Basic Qualifications

  • B.S in Environmental Science, Environmental or Chemical Engineering or related field and 8 – 12 years of prior relevant experience OR a Masters with 6 – 10 years of prior relevant industrial compliance oversight experience with regulated operations that include generating, analyzing, handling, and storing industrial hazardous waste at a chemical demilitarization or equivalent scale chemical processing facility. Additional 4 years’ experience pertaining to high hazard operations, facility configuration and operational compliance with government regulations and/or closure of a chemical processing facility, or similar industrial scale operation, may be presented in lieu of an engineering/technical degree.
  • Ability to read and interpret engineering drawings, perform engineering calculations and analyze engineering data related to process controls and operations.
  • Must be able to wear an M40 respirator. (for emergency purposes only)
  • Must be able to obtain and maintain a NACi Clearance.
  • Must be proficient with Microsoft Office suite for routine use for performing data analysis and data communications.
  • Must be able to be self-directed and accomplish work with minimal supervision
  • Must demonstrate professional and effective oral and written communication skills
  • Must have the ability to walk around industrial site, including use of stairs and stand for extended periods of time in areas of the facility including indoor and outdoor locations

Preferred Qualifications

  • Experience writing and interpreting compliance with RCRA permitting and experience with negotiating with state regulatory agencies is desired.
  • Experience in plant shift operations, industrial Conduct of Operations and Government oversight.
  • Experience with Maximo® and other maintenance management information systems (HMMS)
  • Experience reading waste shipment manifests is helpful to this position.
