Description:

LEVEL OF EDUCATION

Master’s degree of 5 years.

KNOWLEDGE AND SKILLS

  • Ability to combine various skills and experiences to address and solve business, information, and technology-related opportunities and problems.
  • Extensive experience with enterprise architecture best practices and goals.
  • Communication skills, both verbal (e.g., presentations, seminars) and written (e.g., reports, articles).
  • Modeling and graphical representations and abstractions, especially UML.
  • Extensive programming skills in Java/Spring/Hibernate.
  • Extensive experience with Oracle RDBMS and PL/SQL.

The following skills and knowledge are considered as assets:

  • Experience with front-end development (Angular/TypeScript).
  • Experience with PowerBuilder.
  • Experience with the Cloud (AWS) and Docker.

Due to the particular nature of a large international organization such as the European Commission, candidates should also have the following non-technical skills:

  • Capability of integration in an international/multicultural environment, rapid self-starting capability, and experience in working in a team.
  • Ability to participate in multilingual meetings.
  • Ability to work in a multi-cultural environment, on multiple large projects.
  • Excellent Team Player.
  • The consultant has to be fluent in English. French is an asset.
  • High degree of discretion and integrity is required as the applications managed and maintained in DG OIB contain personal and confidential data.

Responsibilities:

The following tasks will be performed by an external service provider:

  • Provide business architecture and systems processing guidance.
  • Evaluate systems for discrepancies or vulnerabilities.
  • Support the development of web applications.
  • Design, analyze, and develop a complete list of features.
  • Guarantee security and confidentiality of the features based on the confidentiality classification assigned through an IT security plan.
  • Elaborate and improve database models, export and import data, maintain databases.
  • Documentation and testing.
