About us
As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
The Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses Queensland Fire and Rescue, and Rural Fire Service Queensland, and also supports other volunteer groups providing emergency response to Queenslanders.
Purpose of role
Governance, risk and performance provides effective and efficient governance of the ICT function, enabled by strategic analysis of matters for ICT Portfolio Board consideration with a key focus on organisational risk, The team is also responsible for facilitating and monitoring processes to support the application of the departments risk management framework for ICT, including maintenance of a consolidated ITD Risk Register and review against the organisational risk appetite statement, through the management and coordination of regular compliance and audit reviews of the overall ICT function and reporting progress against identified areas of improvement.
Reporting to the Director, Portfolio, Governance, Strategy and Architecture, you will be responsible for leading and managing the governance, risk and performance management and reporting activities of the unit within the appropriate financial and human resources delegations, with a focus on IT governance, Risk and to provide standards and policies for the planning and implementation, and monitoring of ICT solution and services through the full lifecycle to ensure performance is aligned to organisational expectations and support sustainable continuous improvement.
Key requirements

Highly desirable requirements

  • Qualification and/or demonstrated experience in portfolio/program/project management.
  • Experience with interpreting and applying Queensland Government standards and policies in relation to assurance, risk management, procurement, portfolio management and performance.
  • 5+ years’ experience in managing ICT governance, risk and performance monitoring and in Governance. Experience in Risk reporting and Performance Management.

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

  • Develop, maintain, and monitor ICT governance and assurance frameworks to ensure compliance with Queensland Government directives, policies and standards, that align with organisation strategic goals and regulatory requirements.
  • Lead and manage the development and implementation of ICT procurement sourcing and contract management strategies to ensure successful delivery of services, and that service delivery partners provide ICT solutions and services as per agreements.
  • Provide strategic advice and guidance to senior management in relation to the progress and performance of ICT service provider contracts and product lifecycle management initiatives.
  • Embed, enhance, and monitor performance metrics for all ITD services, including business improvement and project activities, while also developing, reviewing, and monitoring Service Level Agreements and Key Performance Indicators to meet customer expectations.
  • Build and maintain effective working relationships with key internal and external stakeholders to ensure expectations are met, and identification of possible risks and issues are dealt with in a timely and professional manner.
  • Manage and prepare complex briefs, reports and submissions and respond to a range of correspondence and enquiries relating to ICT solutions and contracts arrangements, in accordance with departmental requirements.
  • Oversee project and program assurance to ensure appropriate controls, reporting, and governance forums are in place and optimised to efficiently provide management visibility and control for individual initiatives and the ICT portfolio of work as a whole.
  • Lead and manage the functions of the team through effective human resource, and financial management practices, including developing staff through performance, planning and review.
