About us
As a department our purpose is to help the community to prevent, prepare for, respond to, and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department includes the Fire and Rescue Service, disaster management services, the Rural Fire Service (RFS) and the State Emergency Service, and other volunteer groups providing emergency response to Queenslanders.
Purpose of the role
The RFS, Volunteering and Culture branch leads the development and execution of a contemporary volunteering strategy, aligned with responsive volunteer and staff pathways to enhance the overall experience for RFS volunteers and staff. The RFS Experience team will manage the development of lifecycle pathways (from recruitment to retirement) and coordinate service-wide engagement and communication initiatives to increase workforce engagement and cultural alignment at RFS.
Reporting to Director, Volunteering and Culture, you will provide leadership and direction across initiatives designed to promote communication strategies, employee engagement and improve the experience of our staff and volunteers. You will work closely with key stakeholders to facilitate the development, implementation and review of talent management pathways and volunteer engagement strategies to establish best practice and respond to changing needs and demands of the workforce, and build a strong employer brand that will attract high-quality candidates and volunteers. You will drive an inclusive workplace culture, through evidence-based insights, to enhance the workplace experience and implement talent management initiatives that harness and build workforce capability to meet operational and organisational service delivery requirements.
Key requirements

  • Knowledge, experience and/or qualification in contemporary HR management and best practice.
  • Experience in designing and delivering workplace engagement interventions including talent management, talent acquisition, marketing and social media.
  • Highly developed oral and written communication skills, including strong interpersonal skills, with the ability to negotiate with influence and establish positive, strategic partnerships and collaborative working relationships with internal and external stakeholders.

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

  • Enhance the experience of RFS volunteers and staff through the provision of timely and appropriate support to volunteers and Brigades, as well as the provision of and strategic advice, support, and recommendations to senior executives for innovative engagement strategies.
  • Research emerging trends, issues and potential risks to develop innovative attraction, selection and recruitment strategies, processes and practices, including evaluation methodologies to support service delivery and build workforce capability.
  • Oversee the management of volunteer frontline services, ensuring operational policies, membership management, communications, reporting, administrative services, and resource allocation are conducted efficiently to support volunteers statewide.
  • Build and sustain partnerships and networks with key internal and external stakeholders, including industrial bodies to undertake high-level negotiations, provide advice and resolve complex risks and issues to achieve positive outcomes for the organisation and its workforce.
  • Drive the execution of strategies and activities that improve staff and volunteer experiences, including refining recruitment, onboarding, recognition, and retirement processes.
  • Represent the department on high-level state committees, meetings, forums and working groups to ensure best practice planning, development, review and implementation of operational policy and procedures.
  • Lead and manage projects that continuously improve career opportunities for employees and volunteers and that contribute to an inclusive RFS culture and improved communication in alignment with organisational priorities.
  • Lead and manage a multi-disciplinary team, fostering teamwork and managing financial, budget and human resource activities, including ongoing development of staff through performance, planning and review.
