About us
As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.
Purpose of the role
SES Strategy and Planning Directorate delivers on SES organisational priorities and objectives, providing strategic management of SES future and developing capabilities and functions. The SES Strategy Unit provides direction and guidance for the long-term goals and objectives of the SES by developing and implementing strategies and frameworks and evaluating the performance and impact of the current and future initiatives at an entity level.
Reporting to the Director, Strategy and Planning, you will be responsible for leading and managing a multi-disciplinary team to lead the processes associated with strategy development. You will lead research and analysis to identify, develop, and prioritise strategic capability and resourcing initiatives that support the needs of SES and the community into the future.

  • Knowledge and experience in developing and implementing high level strategic planning framework, services, policies and procedures.
  • Experience in futures thinking / foresight and/or strategic intelligence methodologies.

Special requirements

  • This role supports SES operational activity through representation in either an SES Operations Centre, State Disaster Coordination Centre, SES Regional Operations Centres and/or Incident Control Centres and/or Emergency Operations Centres as required.
  • The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday.
  • It is expected that the incumbent may participate in an out-of-hours on-call roster during emergency operations. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include deployment to other parts of the state.

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

  • Lead the coordination, development, and implementation of high-level organisational strategies that build and maintain contemporary capabilities to give effect to the intent of the SES vision, mission, and goals.
  • Manage the identification and prioritisation of SES capability and resourcing future needs, to deliver recommendations that guide investment in new initiatives in line with SES’ strategic priorities.
  • Undertake research and analysis, and provide strategic advice on emerging opportunities and threats to support and inform business intelligence, strategy and capability development, and guide decision making.
  • Strategically engage and maintain strong professional partnerships with key internal and external stakeholders in the development and implementation of strategies and frameworks, and build a strong business intelligence, research, and innovation culture.
  • Prepare, evaluate and review complex reports, briefs, submissions and other correspondence in accordance with departmental requirements.
  • Represent, liaise and negotiate agreed outcomes for SES on high-level committees and working groups.
  • Lead, build and manage a multi-disciplinary team, fostering teamwork through effective human resource, and financial management practices, including developing of staff through performance, planning and review.
