About us
As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.
Purpose of the role
Workforce Strategy and Analytics delivers workforce strategy, planning, and analytic services that contribute to QFES achieving a highly capable, contemporary, and connected workforce. The team works closely with internal and external stakeholders to deliver staff and establishment reporting; build descriptive, predictive, and interactive analytics that will offer workforce insights for QFES executive decision-making; and establish the department’s strategic workforce planning capability to deliver the organisations purpose.
Reporting to the Director, Strategy and Services, you will be responsible for leading and managing a multi-disciplinary team, within the appropriate financial and human resource delegations, and will drive the development, implementation, review and continuous improvement of workforce strategy, planning, analytics, including staff and establishment reporting, products and services. You will provide a high-level of research, analysis and provision of high-quality strategic advice in relation to these products and services, and in doing so, ensuring the alignment with departmental and whole-of-government requirements.
Key requirements

Highly desirable requirements

  • Knowledge and experience and/or qualifications in strategic workforce planning, workforce datasets and reporting or related discipline.
  • Knowledge and experience in data analysis and reporting solutions (e.g. SQL Server ETL, Power Bi Report Server, O365 applications).

  • Lead the development, delivery, review and improvement of best practice workforce strategy, planning and analytics, including establishment reporting, and services that meets the current, emerging and future needs of the organisation.
  • Provide high-quality strategic and independent advice on issues of government policy, legislation, budget and cross-agency and interjurisdictional engagement to ensure workforce planning and reporting meets departmental and whole-of-government requirements.
  • Lead the identification of potential workforce risks and issues, and development of innovative workforce strategies and solutions that support quality business outcomes.
  • Represent QFES on various high-level forums and committees for the delivery of strategic workforce initiatives and priorities to build workforce capacity and capability.
  • Prepare and review complex reports, briefings, and submissions to ensure accurate and appropriate response to a range of correspondence, in accordance with departmental requirements.
  • Build and sustain partnerships and networks with key internal and external stakeholders, ensuring positive outcomes for the delivery of services to assist with meeting organisational objectives.
  • Plan and manage complex projects and initiatives in accordance with best practice methodologies and ensure they are delivered on time, on budget as meet business requirements.
  • Lead and manage the functions of the team through effective human resource, and financial management practices, including developing staff through performance, planning and review.
