Responsibilities:

DUTIES

  • Creates and analyzes metric reports showing budget utilization, workflow, total contacts, external referrals, and other business data necessary to monitor, improve, and streamline FFSC program delivery. Creates and monitors tracking systems to ensure staff at NBSD FFSC properly and promptly enter metrics for all customer contacts. Identifies and resolves issues in lack of timely or thorough data entry, employee metrics training, and management oversight to ensure timely and comprehensive metrics. Creates and provides live “in person” and virtual training, as well as self-paced virtual training, on the Fleet and Family Support Management Information System (FFSMIS). Conducts quality assurance on all programs FFSMIS entries for group programs, 1-on-1 consults, and information and referral (I&R).
  • Identifies programs and outreach initiatives to enhance NBSD FFSP recruitment of personnel, forming partnerships with external entities to promote FFSP vacancies. Ensures that all position descriptions, crediting plans, vacancy announcements, and interview questions are in alignment with NRSW Non-Appropriated Fund (NAF) and Appropriated Fund APF) Human Resources (HR) professionals. Updates and maintains the NBSD Manpower Report including contractor, NAF and GS gains and losses. Conducts “stay” and “exit” interviews with all outgoing NBSD FFSP staff at installation level to identify opportunities to enhance FFSC retention. Participates in virtual job fairs, manages NBSD FFSP virtual presence on recruitment sites, and identifies opportunities to increase recruitment pool for qualified candidates. Creates internship and volunteer contract documents and paperwork in compliance with program standards.
  • Performs analysis of prior year budget trends and assists Director in tracking and management for all cost centers for current year. Makes recommendations to the Director in the development of the annual departmental budgets.
  • Tracks all NBSD FFSP hiring, liaising with appropriate HR Office to ensure all elements of the recruitment process are timely and in compliance with appropriate policy.
  • Creates and tracks all Non-Appropriated Fund Requests (NARs) for personnel actions.
  • Assist NAF staff with travel order process, review travel orders prior to submission and track travel expenditures to ensure correct cost centers were charged.
  • Assists with coordinating travel arrangements for all NBSD FFSP staff members for group training and reservations.
  • Performs ongoing comprehensive analysis of Deployed Resiliency Counselor, Embedded Integrated Prevention Coordinator and SAPR staff travel claims and associated costs for worldwide travel. Provide detailed cost reports for DRC and EIPC program travel to aid in budget forecasting for upcoming years. Identifies key areas where various travelers made similar mistakes in completing travel forms that then had to be corrected. Provides staff training to ensure that staff are completing travel documents correctly and in a timely manner.
  • Conducts employee training on virtual service delivery, conducting virtual workshops, designing curriculum for the virtual environment, and use of virtual tools. Coordinates all elements of the NBSD FFSP virtual service delivery program.
  • Initiates furniture space redesign and furniture ordering when office spaces need to be reconfigured to accommodate expansion of programs and addition of staff at NBSD FFSC.
  • Trains NBSD FFSP staff on certification inspection standards. Supports resolution of certification findings, mid-cycle inspections, and self-assessments.
  • Participates in strategic planning to set long range goals for the department and provides administrative updates and key recommendations during weekly FFSC Senior Management meetings.
  • Coordinate with IT team on Region-required IT related reports, to include Telework tracker, FFSC 2.0 updates and regular Region taskers on pending computer updates
  • Implements regular NBSD FFSC needs assessments, including surveys and focus groups. Trains NRSW FFSP staff on conducting focus groups. Provides recommendations to modify service delivery to meet customer needs and interests. Identifies gaps in service delivery.
  • Monitors, assists, and provides program guidance to FFSC Director on creating digital marketing plans.
  • Monitors centralized registration system for online course registration.
  • Researches and purchases information technology products to enhance virtual delivery.
  • Partners with other NRSW FFR departments to raise customer awareness of NRSW FFSP.
  • Collects, analyzes, and maintains training, education and outreach materials, including listings of services and resources. Creates and organizes online storage cloud for all NBSD materials.
  • Other related duties as assigned.
