Our client is seeking to engage a Finance & Project Support Officer.
Location: Melbourne and Remote Work
Contract Length: 24 months + 24 months extension
Role type: Part time (12 hours per week)
Eligibility/Security Requirement: Must have an active Baseline Clearance

THE SKILLS AND ATTRIBUTES REQUIRED BY THE FINANCE AND PROJECT SUPPORT OFFICER ARE:

Highly Desirable

  • Extensive experience in Commonwealth simple procurement. Preferably holds/has held Simple Procurement competency.
  • Extensive experience with Commonwealth finance and procurement tools and processes (i.e. ROMAN, MyProcurement, MyFi, SASApp, OAs and POs).
  • Experience developing basic tender documentation, evaluation plans and assessments.
  • Experience managing goods and services contracts
  • Experience in liaising with supplier contacts

Desirable

  • Experience working in a project team focussed on delivering a specialist technical output.
  • Excellent interpersonal skills.
  • Independence and autonomy.

Responsibilities:

Finance

  • Develop annual project budget and phasing’s (including revenue projections).
  • Develop and maintain complex Department financial instruments including outline agreements and purchase orders using the appropriate Department toolsets including ERP, ROMAN, MyFi, SASApp and Webform.
  • Manage financial performance.
  • Financial reporting - Monitoring and reporting of financial performance of the project(s) for the Centre.
  • End of financial and calendar year reconciliations of budget expenditure.
  • Brief and work with project stakeholders and suppliers on finance issues as they arise with the support of the Directors.
  • Generation of invoice requests for work completed.
  • Approval of invoices received for payment.

Procurement

  • Advise Centre Directors on procurement options and requirements.
  • Manage procurement actions for all new contracts, including development of all contract documentation (such as tender documentation and evaluation plans) in consultation with the Directors.
  • Manage existing goods and services contracts, specifically in regard to maintaining contract and purchase order coverage should requirements evolve, ensuring contracted delivery dates are met and adherence to maintenance programs, where applicable.
  • Fulfil role of Project Purchasing officer.
  • Track project assets to ensure integrity of records regarding customer versus Commonwealth ownership.

Project Management Support

  • Assist the Project Manager(s) with schedule planning and resource allocation to meet test objectives within budget and contract requirements and constraints.
