Description:

The purpose of this Scope of Work is to support Amentum to provide financial assistance and expertise for the U.S. Agency for International Development (USAID), Bureau for Humanitarian Affairs (BHA) Regional Disaster Assistance Program (RDAP) in the Latin America and the Caribbean (LAC) region.
Under the direction of the Financial Officer (FO) and supervision of the Chief of Party, the Financial Specialist will perform a variety of Finance Office duties supporting the RDAP Training & Technical Assistance (T&TA) activities and the RDAP Emergency Response (ER) activities. This position is based in San Jose, Costa Rica.

QUALIFICATIONS AND EXPERIENCE:

  • Bachelor’s degree in administration, economics, finance, accounting, or a similar discipline required;
  • Proficiency in Spanish and English required.
  • A minimum three (3) years of experience in finance and administrative and/or operational management, preferred;
  • Experience working with USAID or other internationally funded programs preferred;
  • Strong attention to quality control and assurance detail;
  • Knowledge of MS Office programs (Word, PowerPoint, Excel) are required;
  • Additional computer-based, financial management platforms knowledge preferred;
  • Proven record of establishing trust with staff and respecting cultural/community norms; and
  • Strong oral and written communication skills required.

Responsibilities:

  • Lead the collection, quality control, recording and filing of open liquidations and respective reconciliation documentation and
  • Complete and manage liquidation excel trackers;
  • Process consultant expense reports;
  • Assist with the review of advances and assure transactions are properly uploaded and recorded;
  • Assist with preparing bank vendor templates and wire transfers;
  • Assist with preparing a variety of computer-based procurement documents;
  • Analyze proposed T&TA budget submissions with actual expenses for T&TA;
  • Serve as Finance Office liaison with RDAP field teams and Surge consultants; and
  • Serve as a specialist to assist members of the Finance Office team with other financial duties as requested.
