Description:
JOB SUMMARY/BASIC FUNCTION:
Reporting to the Manager of the Office of Budget and Planning, the Financial Analyst will be assisting in overseeing the College’s position control processes, responsible for the review and approval of personnel and financial transactions, preparing and analyzing projections, exercising independent judgment in solving day-to-day financial and administrative operational problems and in making recommendations concerning department resources, policies, controls, and practices.
The incumbent will maintain fiscal integrity for all College funds, provide support for budget development and monitoring, perform in-depth financial analysis by evaluating and interpreting data, and prepare comprehensive reports for management.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in finance or a related field or the equivalent in education, training and experience; 0-1 year of experience
- Demonstrated attention to detail
- Strong organization skills, and commitment to maintaining accuracy in working with complex and detailed quantitative information
- Ability to manage multiple tasks and deadlines with limited supervision
- Experience with manipulating large data sets, budgeting, forecasting and expense analysis
- Demonstrated ability to organize and present complex information to various audiences
- Ability to exchange information using tact and persuasion as appropriate, requiring excellent oral and written communication skills
- Advanced skills with Microsoft Excel
PREFERRED QUALIFICATIONS:
- Experience querying data in Oracle SQL Developer
- Prior experience with Banner, Argos, Anaplan and/or IBM Cognos TM1
Responsibilities:
- Evaluate and approve personnel actions including, but not limited to, Job Descriptions, Requisitions to hire, reappointments, salary increases and promotions, and labor distribution revisions
- Perform monthly position budget reconciliations, analyzing data to ensure budget accuracy and coordinate with the appropriate departments to resolve issues and discrepancies
- Review and analyze departmental transfers to ensure compliance with existing processes and procedures
- Assist the Manager of the Office of Budget and Planning in quarterly personnel projections
- Develop ad hoc queries, extracts and reports using SQL, Argos, and other tools against IBM Cognos TM1, Anaplan, Banner, and locally developed databases
- Perform other duties and work on special projects as assigned
