Description:

Under the general guidance of the Financial Operations Manager, the Financial Operations Analyst supports the Ohio Technology Consortium’s (OH-TECH) shared fiscal operations and services department and collaborates throughout the organization to provide fiscal support and management to improve overall financial decisions and oversight, while assuring adherence to policy, procedure and internal controls.

The Financial Operations Analyst:

  • Administers the end-to-end procurement process, including for Shared Infrastructure (SI) and the Ohio Supercomputer Center (OSC), via purchase order or purchase card and serves as backup to others.
  • Administers and sources research/grant related procurement across all verticals.
  • Reviews purchases to make sure they adhere to applicable policies and internal controls.
  • Prepares requisitions and purchase orders.
  • Assists with Request for Proposals (RFPs) as applicable.
  • Provides monthly and annual spend reports to SI and OSC management.
  • Resolves vendor billing issues, communicates internally and externally to resolve problems and disputes. Tracks and reconciles transactions to the general ledger.
  • Consistently meets deadlines.
  • Assists in managing SI and OSC contracts, including all software licenses and equipment maintenance, including the review and execution of new orders, and the ongoing review, with department support, of existing records to ensure critical services are protected.
  • Serves as backup to the Financial Operations Specialist.
  • Manages the OH-TECH purchase card (pcard) process; evaluates purchases to make sure they adhere to applicable policies and internal controls; expenses transactions in the ERP system; and ensures adherence to card security.
  • Assists with State of Ohio Controlling Board/capital process. Work to assure that purchase orders and invoices align with both The Ohio State University and State of Ohio policies and procedures.

Required Education/Experience:

  • Bachelor’s degree in accounting, finance or similar discipline or an equivalent combination of education and experience.
  • 2+ years of financial operations experience.
  • Proficient with Microsoft Office products including Excel and Word.
  • Demonstrated experience analyzing, interpreting and compiling information from a variety of sources.
  • Demonstrated strong analytical skills, critical thinking skills and attention to detail.
  • Excellent verbal and written communication skills.

Desired Education/Experience:

  • Workday experience.
  • Financial operations experience in an information technology organization.
  • Contract management experience.
