Description:

Key Result Areas Support the production of the Trusts Annual Report and Accounts to tight external deadlines: liaise with internal and external auditors in the preparation and review of the annual accounts process. Ensure appropriate working papers to demonstrate and support information, financial and non-financial, are to a high standard. Be the department lead for ensuring that external audit requests are delivered by the finance team accurately and in a timely manner and ensure that the quality of these working papers is of a high standard. Liaise with external audit ensuring that deadlines set are reasonable and challenge if necessary.
Line manage the Financial Services Technical Co-ordinator who is responsible for charitable funds accounting and lease cars. The post holder must advise and support this member of staff to manage charitable funds/lease cars on a daily basis and to produce the monthly and annual accounts. Line manage the Accounts Receivable, NHS Eligibility and Private Patients Co-ordinator. The post holder must advise and support this member of staff to ensure that sales invoices are raised in a timely manner; debtor balances are managed; income is receipted accurately and in a timely manner and bank accounts are reconciled to the ledger.
The post holder must also advise and support this member of staff to ensure that the private patient income process is in line with national guidance and invoicing for overseas visitors income is managed in line with national guidance. Line manage the Accounts Payable Co-ordinator. The post holder must advise and support this member of staff to ensure that the Trust achieves better payment practice code and that the accounts payable department follows the Trust standing financial instructions. To be the Trust lead on VAT, ensuring that VAT is accounted for correctly.
To keep up to date in VAT legislation and to take advice from the Trust VAT advisors where necessary. Overall management of bank accounts and petty cash holdings ensuring that income and expenditure is recorded and bank accounts are reconciled to the Ledger on a timely basis to facilitate accurate reporting of information. Responsible for cashflow forecasting, ensuring that robust forecasting models are in place, which incorporate an understanding of income and expenditure forecasts through engagement with financial management and contracting and income teams. Ensure that the model is fit for purpose and can be easily manipulated for the ever changing finance regime of the NHS.
Ensure any surplus cash is invested to maximise the interest the Group receives in line with the Trusts Treasury Management Policy. Manage Trust credit cards, ensuring that the Trust standing financial instructions are adhered to. Responsible for reviewing and updating the policies for Patient Property and Treasury Management and supporting direct reports in updating and reviewing the Lease Car, Private Patient and NHS Eligibility Policies. Responsible for the Trust monthly closedown position and forecasting position for the following income and expenditure items: Public dividend capital Clinical negligence Depreciation/amortisation Disposals Provisions Lease cars All other finance charges such as interest payable and receivable, private patient income, overseas visitors income, donated asset income and injury cost recovery income.
Ensure that control account listings are produced for all balance sheet code combinations, clearly detailing and breaking down the balance, ensuring that any corrective action is taken in a timely manner. To lead the set up and financial support for all of the Trusts trading accounts. To ensure a robust financial service is provided and all statutory regulations are adhered to. Complete the monthly and annual NHSE/I returns for all balance sheet and cashflow items and for the income and expenditure items listed in item 11.
Lead for the Trust on agreement of balances with other NHS organisations, ensuring that there is a robust and efficient process for managing this and that differences are investigated in a timely manner. Present financial information and to deputise for the Head of Financial Services as and when required at various forums: Communicate complex, contentious or sensitive financial information to finance and non-finance managers and staff at all levels of the organisation. Analytical and technical Using professional skill and judgement to analyse highly complex situations, scenarios and projects, determine the financial impact of these and contribute to effective decision making by the Board in an uncertain environment. For example, the 12 month cash flow forecast is vital to support the Board in decision making as this forecast determines the liquidity of the organisation.
The forecast is dependent on a significant number of variables and it is important to be able to summarise all of these into a succinct list of assumptions for the Board to consider. As and when required support the provision of professional, technical and financial advice and support to finance and non-finance managers, including Taxation. Obtain and provide specialist external technical and legal advice when required for Taxation and Contract law. Financial Governance Ensure compliance with SOs, SFIs and Delegated Powers of the Trust across the Directorates and strict adherence to financial procedures Respond positively to internal and external audit reports, taking corrective action where necessary Support the Local Counter Fraud service in the production and implementation of the Trust Counter Fraud Plan for planning and execution of routine counter fraud activities and promotion of an anti-fraud culture.
To ensure the Trust and the NHS Eligibility Co-ordinator adhere to the Department of Health regulations when identifying and charging overseas visitors. To ensure the Trust and the Private Patients Officer adhere to the Department of Health regulations when identifying and charging private patients. General Duties To perform other duties consistent with the seniority and responsibility of the post as maybe required from time to time. To develop the use of up-to-date Information Technology to facilitate the achievements of objectives and the releasing of efficiencies.
Provide financial training and coaching to Directorates and other Trust staff. To oversee the staff management of the teams of this posts direct reports by monitoring and developing the teams through regular assessments and appraisals. Identifying any training needs and providing appropriate support to ensure a high quality service is provided to the Trust and deadlines are met. Demonstrate commitment to IWL principles and flexible working patterns, to meet the needs of the service and staff Tackle discrimination and harassment, and promote equality and diversity in the workplace Reduce sickness absence; work place accidents; and promote zero tolerance on violence against staff Take responsibility for personal development and education and the development of a Personal Development Plan
