JOB SUMMARY

The Australian Electoral Commission (AEC) is an independent statutory authority. The AEC has a role to maintain an impartial and independent electoral system for eligible voters through active electoral roll management, efficient delivery of polling services, and targeted education and public awareness programs.
The First Assistant Commissioner, Enterprise Strategy and Transformation (FAC, EST) will join a team of highly motivated and collaborative professionals that work in the Enterprise Transformation Group (ETG). The ETG is made up of two Divisions – the Chief Information Officer Division (CIOD) and Enterprise Strategy and Transformation Division (ESTD).
ETG is focused on providing high level advice and leadership in the design, development, and implementation of secure, contemporary IT services and solutions, and delivering a modernisation agenda that will see the AEC transition away from legacy election and roll management systems onto contemporary, citizen centric and secure solutions.
The FAC ESTD is responsible for supporting the agency’s transformation journey through robust program management and overseeing AEC enterprise capabilities including the data technology landscape, change management and portfolio management.

You will operate in a fast paced, dynamic environment, working closely with the Senior Responsible Officer, the Chief Information Officer and Assistant Commissioners (ACs) as part of the ETG senior leadership team to ensure the AEC’s strategic objectives are met.

AGENCY PURPOSE

The Australian Electoral Commission (AEC) is an independent statutory authority established by the Australian Government to maintain an impartial and independent electoral system for eligible voters through active electoral roll management, efficient delivery of polling services, and targeted education and public awareness programs.

ABOUT THE ROLE

The responsibilities of the First Assistant Commissioner, Enterprise Strategy and Transformation Division will include (but are not limited to) the following:

  • Provide strategic leadership, advice and guidance across ESTD and the Indigo Program to ensure key activities and the services required by the agency and staff are delivered in the most effective, efficient and contemporary way.
  • Perform the roles of Deputy Senior Responsible Officer for the Indigo Program and Deputy Chair of the Indigo Steering Committee.
  • Provide high quality advice on business process transformation, portfolio and program management, change management, and assurance and governance to AEC Executive Leadership Team, Senior Responsible Officer and staff.
  • Identify and manage relevant organisational and program risks and ensure governance frameworks and reporting systems are in place to deliver the Indigo Program and projects within budget and on-time.
  • Lead the development and implementation of organisational strategies including the transformation strategy, data strategy and digital strategy.
  • Oversee the vendor management capability, providing effective procurement, contract management and strategic vendor engagement support for the Indigo Program and other activities in ETG.
  • Represent the AEC in meetings with other APS agencies, private sector stakeholders and at Parliamentary Committee hearings.
  • Lead, manage and mentor all direct reports and a large contractor-based workforce, including those who perform specialist or legislated functions.
  • Support the achievement of the AEC corporate outcomes and key objectives as outlined in the AEC Corporate Plan.
  • Perform additional duties or assume responsibility for additional functions as directed by the Electoral Commissioner and the Executive Leadership team.
