SUMMARY
Island Creek Associates, a professional services firm, is currently seeking Foreign Military Sales (FMS) Analyst/Management Analyst Senior at Naval Air Station Patuxent River, Maryland.

REQUIRED EDUCATION:
MA/MS Degree in Finance, Business Administration, or other relevant technical discipline with 8 years of experience.
ALLOWABLE SUBSTITUTION: BA/BS Degree and an additional two (2) years of experience, AA/AS degree and an additional four (4) years of experience, or no degree and an additional six (6) years of experience.
REQUIRED EXPERIENCE:
8 years or more of experience performing the duties and responsibilities described above.
DESIRED EXPERIENCE:
Prior experience providing similar support to NAVAIR/NAWCAD.

Responsibilities:
DUTIES/RESPONSIBILITIES:
- Support the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs.
- With other members of the Security Cooperation team, and under direction of the Case Manager/Program Manager/Team Lead, assist the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance.
- Experience related to weapon systems acquisition and life cycle management.
- A demonstrated working knowledge of DOD SAP policies and procedures relating to FMS is required.
- Experience with identifying programmatic requirements for FMS agreements and responding to Letters of Offer and Acceptance (LOA), Price and Availability (P&A), Request for Information (RFI) and Request for Proposal (RFP) is required.
