Description:
The Director of Programs will report directly to the Executive Director and will have direct responsibility to oversee all aspects of shelter programs, food services programs and community & family services Programs.
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
- Bachelor of Social Work or Bachelor Degree in a related discipline with experience in chronic and episodic homelessness
- Possess a current Food Handler Certificate
- Participate in Non-violent crisis intervention training
- Alternative combinations of education and experience may be considered
EXPERIENCE AND KNOWLEDGE:
- Must have five (5) to seven (7) years’ experience managing a shelter
- Previous experience developing a range of social service programs
- Three (3) years + supervising and managing employees, students and volunteers
- Experience with Health and Safety and WSIB considered an asset
- Previous experience presenting and working with government officials and/or funders
- Knowledge of and experience using case management models
- Knowledge of mental health & addictions issues
SKILLS AND CAPABILITIES:
- Excellent communication skills orally and written in English
- Strong community development skills
- Participate in mandatory TSA annual training.
- Ability to work as a team member with other staff, volunteers, donors and clients
- Sympathetic and willing to adhere to the philosophies, policies and mission of The Salvation Army
- Must possess excellent problem solving, organizational skills
- Strong computer skills (MS Office including Word, Excel and PowerPoint) and internet research skills.

- Ability to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a Background Check with vulnerable sector screening
- Ability and willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities
Responsibilities:
- Provides supervision, coaching/development/training for direct reports
- Direct all aspects of the programs’ operations including the men’s and family shelters, food programs and community and family services programming
- Ensure policies and procedures are developed, implemented and reviewed annually in accordance with The Salvation Army Operating Policies, Accreditation Standards, legislative requirements and funding expectations
- Create and foster intentional partnerships with other agencies (government and community partners) to enhance scope of programs that are offered to clients and ensure we reduce duplication of services and look for missed opportunities
- Provide strategic analysis on current programs, programs offered in the surrounding community and provide a feedback on needs analysis
- Create and develop new programs for clients as the need is identified, ensuring effective services and programs for clients
- Provides thorough monitoring and evaluation of all programs and makes changes where needed and terminates programs that are not working or not providing outcomes that impact change
- Ensure that menus are planned to follow the Canada Food Guide and meet the needs of the clients
- Chair regular case management meetings with caseworkers, housing & community response worker and shelter supervisor
- Monitor and review the fiscal operation, reports and budget preparations for community & family services, shelter programs, Christmas and bail bed programs
- Member of the Health & Safety committee
- Develop and implement strategies to recognize and motivate personnel
- Consistently review case management process to ensure that processes are client-centered and aligned with industry best practices
- Promote Bayside Mission Centre and its’ programs within The Salvation Army, at community events, business associations service clubs etc.
- Working with the Executive Director to ensure an ongoing process is in place for Strategic Planning, implementation and review
- Leads and participates in full recruitment process
- Establish and maintain proper records and files for each program, writes progress and in-depth reports and provides information on the outcomes of the program(s) and the progress of each client/resident
