Description:
QUALIFICATIONS, SKILLS AND EXPERIENCE REQUIRED
- Bachelor of Engineering degree, BTech or higher degree from accredited university/college
- Minimum 15 years of practical experience in the Planning and Traffic Engineering discipline
- Sound knowledge of Quality Assurance (QA)
- Ability to build teams and retain the efficcy of such teams for a full project duration
- Ability to market and develop relationships
- Implementation of sound principles in project management, risk management and financial management
- Ability to coordinate multi-disciplinary input into opportunities and projects
- Willingness and ability to work with Digitally based financial systems to extract and analyse group performance (BST)
- Knowledge of engineering design processes and solid background in transportation planning and traffic engineering
- Knowledge of industry trends and advances
- Ability to write effectively and furnish reports and to prepare business development materials including proposals
- Demonstrated ability to successfully undertake and deliver client’s TOR
- Hands on experience in delivering within project based budgets and timelines
- Recognised expertise in one or more specialists fields in the transportation planning and traffic engineering fields
- Consistently produces concept and feasibility solutions that clearly differentiate us from our competitors nationally
- Technical Reviewer on large or complex projects
- Influential member of relevant national industry committee would be beneficial
- Frequent presenter at National conferences; generates opportunities for others
- Known to large number of key national Clients and their “first choice” for advice
- Proven innovation on projects which is subsequently cascaded and built upon
- Coordination and development of innovation on a functional/national basis
- Able to drive technical input to bids and provide clear USPs in technological field

Responsibilities:
- Develop business strategies for the section in conjunction with SMEC business objectives and the overall national and company strategic objectives
- Marketing within the region as well as focusing on key clients who have a national impact
- Proactive approach in developing work or being aware of what projects are likely to come up from key clients
- Responsible for the commercial overview of all functional group projects. This includes financial management, client liaison and contract administration of the selected projects
- Develop and maintain key client relationships in the sector
- Submission of Expressions of Interest (EOIs) and Proposals
- Responsible for the overview of proposals submitted by the functional team
- Manage the functional overhead, proposal and marketing budgets
- Win and deliver Gauteng based, National and Global Planning and Traffic Engineering projects
- Ensure projects are completed on time and on budget
- Ensure all resource processes are functioning within the team for each employee; timesheets are completed, data sheets produced, CV’s kept up to date
- Monitor staff utilisation levels to ensure staff are fully utilised
- Ensure projects are adequately resourced in terms of numbers and capabilities
- Develop and maintain internal contacts within SMEC South Africa to source appropriate skills
- Develop and maintain training and mentoring systems for staff in Planning and Traffic Engineering. This includes but is not limited to:
- Keeping them informed
- Provide advice on suitable training and any opportunities
- Planning career paths
- Maintaining professional ethics and professional standards of conduct and behaviour
- Developing a training plan within the team
- Challenging staff to ensure continued professional growth
- Ensure documentation, reporting and communication is appropriately achieved
- Manage or be part of a multidisciplinary team to deliver project milestones
- Responsible for assigning Project Directors and Project Managers on projects and monitoring their performance
- Work with the Digital team and offer suggestions and advice on how the team can better service the Planning and Traffic Engineering team
- Work directly with the Functional Head on issues of national utilisation, knowledge management and process control related to Planning and Traffic Engineering
- Utilise and work with Chief Technical Principal (Planning and Traffic Engineering) where applicable in the region
- Cross sell other SMEC groups when opportunity arises
- Mentor and develop quality project management resources within the region’s business
- Monthly reporting to management
- Keep staff informed - regular group meetings and team updates
- Strictly adhere to SMEC’s Management System (MS), quality standards and HSE procedures
