JOB DESCRIPTION

Panagora Group is a U.S. small business that provides technical and advisory services related to the
monitoring, evaluation, and learning of USAID/Colombia’s strategy and activities. The Monitoring,
Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services:
designing and implementing performance and impact evaluations, as well as other studies and
assessments, supporting their use and dissemination, and developing collaboration, learning, and
adapting initiatives.
MELSA seeks a Gender Approach and Racial and Ethnic Equity Expert as part of the Human Rights for Peace (HR4P) baseline team. The USAID HR4P Activity aims to enhance peace and stability in Colombia by improving the effectiveness of national and local systems and actors to prevent human rights violations, protect human rights defenders, and coordinate responses to violations. The Gender Approach and Racial and Ethnic Expert will support the analyses related to gender and ethnic minority groups victims of human rights violations.
The following are some of the key responsibilities and requirements for the position.

REQUIREMENTS

  • Graduate degree in social sciences, government studies, economics, social, gender, political sciences, or other related areas.
  • More than seven (7) years of demonstrated experience in a Gender Approach and Racial and Ethnic Equity.
  • Detailed knowledge of the Colombian human rights institutional framework, gender, and intersectional approaches, understanding of how prevention policies of human rights violations are sufficiently adapted and the functioning or dynamics of collective protection for ethnic groups, different kinds of violence against ethnic minority human rights defenders and women human rights defenders, etc.
  • Experience designing, implementing, and/or evaluating security policies and programs focused on the protection of human rights is desirable.
  • Research experience utilizing secondary sources of information, administrative registries, and other data sources related to human rights, gender and ethnic approaches, and policy.
  • Demonstrated ability to develop quality analysis, tables, visualizations, written products, and presentations.
  • Familiarity with the 2023 USAID Gender Equality and Women’s Empowerment Policy as well as USAID Policy on Promoting the Rights of Indigenous Peoples is required.
  • Intermediate or advanced knowledge of written and spoken English.
  • Ability to conduct interviews and focus groups in Spanish.
  • Experience with USAID evaluations is desirable but not required.

Responsibilities:

  • Support the Team Leader with the baseline design, including the construction of indicators, data collection methods for quantitative and qualitative information, and an analysis plan related to the gender approach and racial and ethnic equity or other associated issues to the baseline.
  • Review primary and secondary information sources related to the gender approach, racial and ethnic equity, or other issues associated with the baseline.
  • Oversee quantitative and qualitative data collection quality related to the gender approach, racial and ethnic equity, or other associated issues with the baseline.
  • Perform the application of qualitative instruments in fieldwork for qualitative data collection. Conduct field data collection.
  • Collect data from administrative records data using the relevant instruments.
  • Lead the integration of topics related to the gender approach, racial and ethnic equity, or other associated issues into the baseline in the design of the quantitative and qualitative data collection instruments.
  • Participate in coding qualitative instruments and provide a thematic approach to creating the codebook.
  • Contribute to analyzing qualitative, quantitative, and secondary information related to the gender approach and racial and ethnic equity and related issues.
  • Support qualitative and quantitative data analysis for the reports and presentations mentioned in the deliverables. This covers the data triangulation process and its corresponding qualitative and quantitative analysis to answer each baseline question as requested by the Team Leader.
  • Participate in the application of qualitative data collection instruments in the field.
  • Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner. This includes any required participation in the final presentation and report phases.
  • Perform all other activities requested by the Team Leader, the MELSA Lead Evaluation Expert, or the MELSA COP.
