Job Description
Position Title: Geographic Information Systems (GIS) Analyst
Department: Economic Development
Hours: 35 hours per week
Start Date: ASAP
Wage: up to $30/hr depending on experience
Reports to: Director of Economic Development
Subject to: Terms and Conditions of the Personnel Policy and Annual Approved Budgets

KNOWLEDGE, SKILLS, AND ABILITIES:

  • A valid driver’s license and reliable transportation;
  • Experience with data collection, processing, and applicable software an asset (Survey 123, etc.);
  • Use of common provincial and federal nomenclature protocols (FCODES, etc.);
  • Experience in analyzing spatial data in a First Nations or municipal environment and translating client requirements into appropriate GIS reports and thematic maps;
  • Data entry and inputting data from a variety of internal and external sources, including extracting, converting, and interpreting data to facilitate effective geospatial analysis;
  • Knowledge of land use planning, economic, infrastructure and regional natural resource issues an asset;
  • Experience in a natural resource management environment;
  • Creativity in applying innovative solutions to spatial data manipulation and management;
  • Ability to maintain strict confidentiality;
  • Ability to use tact and good judgment in dealing with sensitive and complex issues;
  • Ability to demonstrate a positive attitude and work with proponents;
  • Ability to work independently as well as within a team environment;
  • Strong organizational, time management and interpersonal skills;
  • Excellent oral and written communications skills;
  • Willingness to travel for field work (remote sensing data acquisition, etc.) or meetings on occasion; and
  • Ability to speak or willingness to learn the Nlaka’pamux language.

QUALIFICATIONS::

  • Technical Diploma, Certificate or Degree centered on GIS and Environmental Sciences;
  • 1-3 years experience producing cartographic products, working with spatial data, and conducting spatial analyses and modelling;
  • Experience with ArcGIS Pro (including Spatial Analyst and 3D Analyst);
  • Experience with ArcGIS Online, with Survey 123 and Collector, and with ArcGIS enterprise is an asset;
  • Knowledge of remote sensing techniques and experience working with LIDAR datasets is an asset;
  • Strong communication skills including the ability to recommend and describe complex GIS techniques and analytical methods to non-technical staff; and
  • Strong attention to detail and a commitment to quality, and excellence are key attributes.

Responsibilities:

SUMMARY OF ORGANIZATIONAL RESPONSIBILITIES:

The Geographic Information Systems (GIS) Analyst will design, develop, and increase GIS and mapping capacity for the Lower Nicola Indian Band. Duties will include creating geodatabases and map products for various departments, digitizing information, downloading data, following data backup policies, researching, working with technical staff, troubleshooting problems, and performing various administrative duties.
The GIS Analyst is responsible for the administration, maintenance, distribution, and end-user support of applications using spatial data relating to land and natural resources.

DUTIES AND TASKS:

  • Create, update, and manage geospatial layers and tabular information using a variety of software platforms;
  • Create maps and map templates to support the GIS needs of our various staff and departments;
  • Analyze, interpret, and integrate data from multiple sources – maps, drawings, spreadsheets, and Google Earth;
  • Perform spatial analysis and geo-processing tasks;
  • Document procedures, workflows, and data sources for future reference;
  • Maintain metadata for GIS datasets;
  • Assist in assembling and digitizing information into ArcGIS geodatabases;
  • Produce and maintain a variety of environmental databases with ArcGIS;
  • Produce maps for our member communities about activities on our lands;
  • Providing technical support & responding to a variety of mapping requests;
  • Analyze datasets to inform daily decision-making procedures and workplans; and
  • Perform other GIS duties as assigned.
