Description:

QUALIFICATIONS:

  • Completion of a two-year Diploma in Engineering or Computer Science with Geographic analysis, programming, and data management coursework from a recognized institution.
  • Completion of a 2-year Advanced Diploma in GIS or a Degree in GIS, Geomatics or Geography is an asset.
  • Minimum of 3 years relevant experience in geographic information systems.
  • Experience in a municipal setting is an asset.
  • Experience using ESRI Suite of Products, including ArcGIS Pro, Portal for ArcGIS, Arc GIS Online, and Survey 123.
  • Knowledge of Python, Arcade, FME, FME Server, Geodatabase and SQL Server.
  • In-depth knowledge of cartographic principles and practices that consist of the concepts of map projections and scale, layout, legibility, aesthetics, colours and tones, feature differentiation, topology and elevation, as well as knowledge of core data sets and municipal data.
  • Knowledge and ability to apply computer graphics techniques such as digitizing, drawing, customizing, importing and converting data formats and structuring data for GIS use, resulting in output to GIS applications, plotters and other graphics packages or devices.
  • Strong project management and organizational skills to balance multiple projects and deliver them within a short turnaround time.
  • Is self-motivated with the ability to work independently with no direction.
  • Strong communication skills with the ability to converse both verbally and in written correspondence with all levels of staff, and all external stakeholders or partners. Be clear and concise while providing relevant information in person, phone, or email.
  • Must have strong time management skills to balance changing priorities while maintaining accuracy.
  • Demonstrate strong problem solving, decision making, and organizational capabilities.
  • Ability to establish and maintain effective working relationships in a team environment.
  • Have a high standard of ethics and confidentiality.
  • Ability to develop creative graphic styles and manage visual design of mapping projects.
  • A valid Class 5 Driver’s License registered in Alberta or Saskatchewan with an acceptable Driver’s Abstract is required. This position may be required to operate a personal or municipal vehicle for business purposes.

Responsibilities:

Reporting to the Manager, GIS, the GIS Analyst will be responsible for creating and designing web mapping applications, spatial analysis/transformation, and data provider to consultants and internal staff. Additionally, the candidate will provide key support and maintenance of the City’s GIS system. This position will provide technical assistance to the GIS Technician, internal staff and external users in using the GIS application.

Duties

  • Assist in monitoring and administering the Portal for ArcGIS, ArcGIS Online, SQL Server and the ESRI Geodatabase.
  • Ensure proper security for spatial data files.
  • Assist in optimizing GIS Databases and datasets by creating and modifying data schemas and data relationships and implementing data model design and best practices, including attention to ongoing future data maintenance.
  • Assist in preparing procurement documents for GIS-related consulting services.
  • Assist in creating and maintaining design standards and processes for GIS.
  • Develop and manage applications, including creating online applications, dashboards, web maps/apps, mobile apps, reports, charts, statistics, presentations, and project support.
  • Utilize/manage software to convert, transform, and integrate spatial and non-spatial data using FME, ESRI or other software.
  • Assist in reviewing current applications/software and recommend upgrading or adopting of new methods and/or technologies.
  • Perform advanced manipulation and analysis of data using multiple software platforms and data sources.
  • Work with staff to develop, communicate, and align the potential of GIS for efficiency in work practices and added value for clients.
  • Provide technical support and training on issues encountered with in-house GIS software, maps, and apps.
  • Author high-quality cartographic products, including paper and digital maps, map books, dashboards, and web mapping applications.
  • Create, organize, manipulate, and retrieve GIS data for reporting, analysis, and presentation purposes.
  • Prepare custom reports, graphics, charts, maps, plans, and documents for internal and external use.
  • Perform all aspects of GIS activities associated with collecting/creating, mapping, editing, and analyzing spatial data.
  • Maintain technical knowledge of processes, data manipulation, map publishing, GIS and municipal resource information through research and communication with others in similar fields.
  • Assist in creating/maintaining design standards and processes for GIS.
  • Serve as data provider for contract consultants for City projects.
  • Create SOP, Tasks, and other training materials to help others use GIS products more efficiently.
  • Ensure data integrity/quality/accuracy.
  • Cover the functions of the GIS Technician as required.
  • Other related duties as required.
