Government Compliance Senior Manager - Indirect Rates - Hybrid
ICF International, Inc. seeks a Government Compliance Senior Manager to be an integral team member in the ICF Government Compliance department. This position will report to the Government Compliance Senior Director and assist with indirect rate reporting, external audit resolution support, and United States Government (USG) compliance matters related to the Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS).
You have the opportunity to work closely with a highly collaborative team and alongside diverse leaders within ICF’s corporate business services, operational groups, and program finance. You’ll help deliver compliant and practical solutions. In addition, you’ll continue to expand your skillset and network as you play a key role in strategy and execution of highly visible ICF initiatives.

Responsibilities:

  • Manage the compilation and submission of ICF’s annual incurred cost proposals and provisional billing rate packages to USG cognizant agencies.
  • Maintain and update home office and segment level Cost Accounting Standards Board (CASB) Form DS-1 Disclosure Statements, as required.
  • Support the indirect rate restructure project to analyze potential future-state scenarios, determine cost accounting practice (CAP) changes, and quantify cost impact to USG CAS-covered contracts.
  • Prepare responses to audits pertaining to Federal and State & Local government incurred cost, indirect cost rate, CAS Disclosure Statements, Defense Federal Acquisition Regulation Supplement (DFARS) business systems, and contract-specific audits and reviews.
  • Manage the monthly indirect rate monitoring and intra-year forecasting efforts including rate monitoring model development/revision, analysis, and variance identification/investigation.
  • Support ICF’s annual State & Local Department of Transportation (DOT) indirect rates schedule preparation, audit, and package submissions to multiple State & Local DOT’s in compliance with guidance promulgated by the American Association of State Highway and Transportation Officials (AASHTO).
  • Research regulatory interpretations on issues arising from application of FAR, federal agency-specific FAR supplementals, federal CAS, and other relevant federal/state & local cost accounting guidance.
  • Respond to ad hoc requests to address control issues on new business processes impacting government compliance and/or indirect rates.
  • Prepare and conduct government compliance training as needed.

What we’ll need you to have:

  • 8+ years of experience work with federal government contracting indirect rates and regulatory framework including Federal Acquisition Regulation (FAR) Part 31, the US Federal Cost Accounting Standards (CAS), federal agency FAR supplementals, and general accounting principles/concepts or related work experience.
  • Experience with modeling alternative indirect rate restructures and quantifying cost impact as a result of cost accounting practice changes.
  • Experience with Cost Accounting Standards Board (CASB) Form DS-1 Disclosure Statement development, revision, and application.
  • Experience with MS Excel modeling proficiency with hands-on experience creating, modifying, or updating financial models, reports, and analytics.

What we’d like you to have:

  • Bachelor’s Degree in Accounting or Finance.
  • State & Local Departments of Transportation and the American Association of State & Local Highway Transportation Officials (AASHTO) promulgated indirect rate guide familiarity.
  • Deltek Costpoint, IBM Cognos, or other large, project-based Enterprise Reporting Platforms familiarity.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$128,265.00 - $218,051.00
