PROJECT DESCRIPTION

The recently awarded United States Agency for International Development (USAID) Philippines’ New Higher Education Activity will strengthen the Philippine higher education system to support broad-based, inclusive growth and become a key driver of development. It will do this by strengthening the innovation capacities and workforce development functions of Philippine higher education institutions (HEIs) in faculty development, curriculum improvements, and engagement with industry and international partners, as well as overall improvements in HEI management and administration. The Activity will also support improvements in the regulatory environment to improve governance in the sector, support Philippine policies in strengthening human capital development, and provide a platform for convergence for local stakeholders to work together in achieving shared development goals.
Responsibilities

POSITION DESCRIPTION

RTI is seeking a Government Convergence Specialist on the recently awarded, New Higher Education Activity. The Government Convergence Specialist will be responsible for the implementation of program activities that support collaborative efforts between government agencies in the areas of innovation and workforce development.
This position will be based in Manila, Philippines, and reports to the Higher Education System Strengthening Advisor (HESSA) and Deputy Chief of Party – Technical (DCOP-Technical).

Qualifications

  • Bachelor’s Degree and 8 years of experience, Master’s degree and 6 years of experience, or equivalent combination of education and experience.
  • Demonstrated experience in the policy and regulatory environments of workforce development, higher education and/or innovation.
  • Demonstrated experience working with government agencies and multi-agency coordinating councils.,
  • Demonstrated ability to engage and build professional relationships with government stakeholders.
  • Demonstrated ability to independently organize and facilitate meetings and events with government stakeholders.
  • Ability to conduct research and studies that support policy development and implementation is preferred.
  • Experience with government processes and operating frameworks is preferred.
  • Proficiency in English is required, along with excellent writing and presentation skills.
  • Ability to work throughout the Philippines

Responsibilities:

  • Support the UPSKILL Team in Consultation Meetings and Workshops with government agencies and partners in the area of higher education. Specifically lead coordination meetings for the successful implementation of the Philippine Qualifications Framework (PQF) working closely with the PQF National Coordinating Council (PQF NCC).
  • Organize and facilitate convenings, deliberations, workshops, and other events that enable stronger linkages and programs between partner agencies.
  • Coordinate the conduct of studies, surveys, and data collection that support evidence-based policy making and delivery.
  • Support to CHED Transnational Education (TNE) Secretariat to ensure that the TNE Roadmap is implemented in a timely manner.
  • Provide technical advice and implementation support to UPSKILL Higher Education Strengthening activities on data systems, and Improvement
  • Gather data on activity outputs towards the program’s Monitoring, Evaluation, and Learning (MEL) efforts.
  • Create regular reports and communication materials that the capture impact of program activities.
    Perform other tasks as may be assigned by the HESSA and DCOP – Technical.
