WHAT YOU’LL BE DOING DAY TO DAY

As a Grants Management Specialist, you will use your knowledge of and experience to optimize business results and customer experience by:

GS-9

  • Negotiates and administers a limited portfolio of grants and cooperative agreements, which includes applying knowledge of organizational needs and deadlines and consistent follow-up to ensure receipt of required documentation.
  • Appraises the grantee of the responsibilities, requirements, and grants management policies and procedures to be followed during the life of the grant and in proper use of public funds.
  • Reviews all appropriate data to determine the adequacy and acceptability ofapplicants.
  • Receives all progress, financial status, closeout, and other reports required by the terms and conditions for the grant and exercises responsibility for ensuring that such reports are properly processed.
  • Monitors the grants process and maintains close coordination with program officials to ensure that all required actions are executed by grantees and the government in a timely manner.
  • Prepares and executes grant awards and all amendments and correspondence.
  • Negotiate and coordinate with the procurement and grants staff and grantee institutions to assist in appraising policies.

  • Provides assistance in the administration of a grant portfolio including settingappropriate work priorities, applying knowledge of organizational needs anddeadlines, and consistent follow-up to assure receipt of required documentation.
  • Ensures grantee complies with established administrative and financial policies, andprocedures.
  • Reviews all appropriate data to determine the adequacy and acceptability ofapplicants.
  • Responsible for program policy development
  • Receives all progress, financial status, closeout, and other reports required by the terms and conditions for the grant and exercises responsibility for ensuring that such reports are properly processed.
  • Monitors the grants process and maintains close coordination with program officials to ensure that all required actions are executed by grantees and the government in a timely manner.
  • Prepares and executes grant awards and all amendments and correspondence.
  • Negotiate and coordinate with the procurement and grants staff and grantee institutions to assist in appraising policies.

  • Plan and evaluate in-depth financial and administrative analyses of a variety of grant mechanisms to determine if costs are reasonable and allowable within prescribed policies covering items such as personal services, equipment, facilities, and other relevant factors.
  • Providing administration of a grant portfolio including setting appropriate work priorities, applying knowledge of organizational needs and deadlines, and consistent follow-up to assure receipt of required documentation.
  • Conducts site visits of potential grantees to assess their business management capabilities.
  • Ensures that all required grant actions are executed by grantees and the government in a timely manner both prior to, and after award over the grant life cycle.
  • Provides guidance and interprets grants policy and procedures to program staff,principal investigators, and administrators at grantee institutions.
  • Attends grant review meetings and providing administrative and budgetaryinformation.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee’s position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee’s supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the “percentage of times” the other duties were performed. It is expected that this documentation is included in the employee’s official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

To qualify for this grants management position at the GS-09 level, you must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-7 grade level in the Federal service performing at ALL of the following:

  • Assisting with and reviewing documents related to a programs lifecycle or similar process that could be similar to grant pre-award, award, and/or post award activities.
  • Reviewing documents (e.g., proposals, reports that are like grants or cooperative agreements, and other related instruments) for adherence to a programs policies and regulations.
  • Applying analytical and evaluative techniques to identify and resolve issues/problems of a procedural or factual nature; writing letters, memoranda, and operating procedures, directives or guides to convey information relating to program management activities

To qualify for this grants management position at the GS-11 level, you must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-9 grade level in the federal service performing at least ALL of the following:

  • Administering federal assistance awards such as grants and cooperative agreements or similar process.
  • General working knowledge of federal financial assistance regulations, policies, and procedures.
  • Monitoring grant management activities throughout the grant lifecycle or similar process.
  • Preparing, processing, issuing, and tracking work products related to grant awards as well as compliance with reporting requirements, laws, and regulations

To qualify for this grants management position at the GS-12 level, you must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the federal service performing at least ALL of the following:

  • Reviewing, analyzing, and evaluating applications, plans, budget estimates and cost analysis.
  • Developing and interpreting policy and/or providing guidance for applying administration policy, procedures, techniques, and methods.
  • Reviewing grants and/or cooperative agreements or similar work products to ensure compliance with statues, regulations, and agency policies
