QUALIFICATIONS

Specialized Experience: Applicants must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Grants Management Specialist, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience includes: reviewing, analyzing, evaluating, implementing and interpreting, submitting grants; providing guidance and direction to potential awardees in relation to the preparation and process of grants; utilizing commonly used contracting methods and contract types relating to the performance of pre-award, post-award, and/or contract price/cost analysis functions when the contract actions are well defined and well presented; providing administrative and technical support to research and development committees; preparing, special reports, and correspondence; maintaining study files and electronic records; tracking and maintaining technical databases and serving as backup timekeeper. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
OR
Education Substitution: Successful completion of one (1) full year of graduate education or 18 semester hours in courses that provided the knowledge, skills, and abilities necessary to do the work of the Grants Management Specialist position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.
OR
Combination of Experience and Education: Equivalent combinations of successfully completed graduate level education and specialized experience which meet the total experience requirements for this grade level. The education portion must include graduate courses that provided the knowledge, skills, and abilities necessary to do the work of the Grants Management Specialist position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.
OR
Superior Academic Achievement:(SAA) at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. You must submit a copy of your transcript with your application. Education cannot be credited without documentation. To qualify for SAA, applicants must have completed all the requirements for a bachelor’s degree in a curriculum that is qualifying for the Grants Management Specialist position and meet one of the following:
1. Rank in the upper one-third of your class in the college, university or major subdivision. Class is defined as the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration.
2. A grade-point average of “B” (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
3. A grade point average of “B+” (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Responsibilities:

Duties include, but are not limited to the following:

  • Assembles and organizes grants applications;
  • Provides support to the local research investigators, serving as the subject matter expert and a conduit to the VA Office of Research & Development (ORD) Program Offices for issues involving project, program, and equipment funding;
  • Keeps investigators informed of grant and eligibility deadlines, submission requirements, and follow up reports;
  • Contributes in the preparation of the Research & Development Annual Report and assists with control of funding;
  • Provides oversight of purchases made from funding awards/grants and ensures that investigator accounts are properly reconciled;
  • Ensures compliance with local and sponsor issued guidelines and requirements for funding award requests and grant submissions;
  • Provides assistance in determining to which VA Merit Review Board a specific application should be submitted;
  • Maintains standard operating procedures and policies related to research safety and subcommittee management of research projects;
  • Analyzes revisions in research regulations through review of VHA Handbooks and Guidance and updates local policies and forms based on the changes in regulations;
  • Facilitates monthly Research subcommittees, keeps subcommittee records, creates and responds to correspondence; prepares meeting agendas and minutes;
  • Assists in preparation for triennial accreditation site visits and on-site surveys from oversight agencies and development of action plans;
  • Serves as backup timekeeper;
  • Performs other related duties as assigned
