Description:

Location: South West, Mid-West and Borders
Contract: Full-time, Permanent
The purpose of this role is to source and manage all development and acquisition opportunities with builders, developers, landlords and local authorities in the South West, Mid-West and Borders.

Responsibilities:

Drive and co-ordinate the delivery of the housing programme regionally.
Identify and respond to new development opportunities, liaising with Services and Finance to ensure that they are both financially and organisationally viable.
Work with Finance to secure capital funding and P&A agreements.
Ensure all potential development proposals are recorded and submitted to the DHPLG and Local Authority for necessary approvals.
Co-ordinate and support the development of project proposals and scheme appraisals.
Ensure that projects are fully appraised in terms of surveys, briefs, valuations, business cases, etc. and that decisions are informed and fully mandated.
Provide leadership in navigating and managing risks in relation to development.
Lead in the preparation of tender submissions or EOIs for assigned areas of responsibility.
Ensure that competent professional technical advice and support are available and utilised.
Ensure that public procurement and contractual requirements are satisfied.
Project manage schemes and projects from beginning to completion, working closely with all consultants, contractors, other professionals, local residents and Local Authorities, including attendance at site and design team meetings to represent the interest of Focus Ireland and ensure that developments are completed on time and achieve excellent value for money.
Manage all aspects of development projects to ensure potential cost overruns are minimised and communicated.
Provide regular progress reports.
Review and enhance procedures.
Ensure that all properties are acquired and contracts are based on a sound legal basis.
Ensure competent administration, monitoring and reporting of the programme.
Establish and maintain credible relationships with key stakeholders to further the delivery of the housing programme through new development opportunities.
Proactively seek out partnership opportunities that support the delivery of the housing programme.
Communicate, liaise and negotiate with all potential partners.
Liaise with Services, Local Authorities and other statutory bodies to ensure housing is delivered in locations that meet customer needs.
Liaise with housing management and Services regarding handovers.
Liaise with Fundraising in the development of resource activities.
Supervise, develop and manage associated resources.
