Description:

The successful candidate will be an exceptionally well organised individual, who is able to balance competing priorities whilst working flexibly in a fast-paced environment. You will be experienced in leading change programmes that are based on effective partnership working and collaboration in order to ensure we are delivering improved health outcomes and services for our residents in Gloucestershire.
The applicant will be data-driven and benefit focussed, with experience of leading and developing high performing teams. Focus will be on how to develop programme and project managers to become the best they can be, and support them by managing escalations to help remove barriers to their success in delivery.
The successful candidate will have an ability to articulate complicated issues in a way that engages and encourages participation to support the delivery of our programmes. They will have the experience and ability to be collaborative workers, building great relationships with all key stakeholders across the local system and supervise delivery the programmes of digital improvement work. They will have a focus on the importance of governance and assurance across all projects, with a view to delivery of benefits from the digital programmes.
The post holder will have extensive programme and project management skills and experience, and will be responsible for direct management of members of the Digital Programme Delivery Team. The role involves assuring delivery of the Digital portfolio against standardised planning and processes.
The programmes of work include (and are not limited to) EPR, Cyber, Infrastructure, Clinical Systems Optimisation and Apps, and Business Intelligence. The responsibilities include being responsible for managing Programme Leads, reporting, and quality of programme information and direct programme management activities on specified workstreams.

  • Conduct appraisals and one to one interviews with direct reports, clearly agreeing and documenting personal development plans
  • Lead effective team-working by transferring skills and knowledge to appropriate staff and ensuring that working procedures are properly documented and maintained. Mentor and coach junior staff
  • Maintain knowledge of the latest thinking and best-practice application of technical solutions and other related fields elsewhere in the UK.
  • Manage Programme Leads to manage project risks, and support risk clarification and mitigation processes
  • Ensure all projects are in line with and contribute to the division’s and Trust’s wider priorities and strategy.
  • Promote compliance with agreed principles and processes, including periodic review.
  • Provide escalation, reporting, governance, oversight and support frameworks throughout project delivery to ensure projects are able to remain on track and deliver the maximum value.
  • Ensure effective communication with stakeholders.

Leadership

  • Deputise for Senior Leads and/or CDIO as required
  • Promote a collaborative approach to engage clinicians and other staff in delivery of digital change programmes
  • Manage, motivate, inspire and develop staff within the team developing an enabling a healthy culture that matches the Trust’s inclusive approach to leadership and team development.

Stakeholder engagement

  • Demonstrate excellent interpersonal and communication skills to allow effective working with colleagues, partners and external stakeholders
  • Achieve mutual commitment and consensus on tasks, deliverables, roles and responsibilities
  • Liaise with local ICS partners to develop local digital strategies.

Planning and Organisation

  • Identify interdependencies, manage risks, model the potential impacts on the wider organisation, determine resource requirements and build in contingency where required.
  • Lead an overall programme structure for transformation that ensures coordination across different activities, defines programme milestones and reports on the delivery of objectives
  • Lead the strategic programme planning process, delivery of priorities and management of consequential adjustments to activities.
  • Chair or attend as appropriate, meetings with varied internal and external key stakeholders to facilitate the delivery of the Programme objectives
  • Lead the development of a business case for digital interventions that need investment
  • Manage the planning and organisation of own workload, providing direction to project and direct team members.
