Description:

  • Supervising the leadership of IT strategic and operational planning to achieve the organization’s strategic objectives.
  • Supervising the design of systems and processes necessary to ensure the efficient and effective delivery of IT services.
  • Providing advice to the direct manager and senior management regarding information technology projects in the institution and related government initiatives.
  • Supervising the preparation of feasibility studies for implementing projects, programs, and technical applications in the institution.
  • Supervising the planning and implementation of technology, information security, and data analysis projects and presenting progress and completion reports to the director of the department and the relevant organizational units.
  • Periodically following up on the progress of technical projects implemented externally and internally, and issuing progress and completion reports and presenting them to the director of the department, the divisions and departments concerned with the projects, and the stakeholders.
  • Supervising the development of innovative strategies to facilitate user-friendly ways to access the services of the organization’s departments.
  • Leading the development and modernization of all information technology systems used in the organization.
  • Establishing the department’s goals and procedures regarding information technology to be consistent with the strategic plan, including the central values.
  • Develop and update procedures and standards within the Information Technology Department regarding the use of information technology within the organization by all employees.
  • Supervising the development of IT risk management plans to ensure business continuity around the clock.
  • Supervising the implementation of government requirements for smart services, electronic security, and any requirements related to information purification.
  • Supervising the development and documentation of policies, procedures, systems, and processes for IT management in the organization.
  • Supervising the definition of standards and standards for all information technology systems and devices and issuing relevant documents and offers in coordination with the relevant organizational unit.
  • Supervising the implementation and meeting of all compliance requirements with government excellence standards and frameworks for digital transformation.
  • Supervising the preparation of studies assessing the organization’s systems and software needs in accordance with international best practices.
  • Supervising the development and application of information security policies and procedures related to information technology and cybersecurity and selecting and evaluating protection products to secure the organization’s information systems.
  • Supervising the implementation of procedures for providing technical support for the organization’s information devices, systems, and networks.
  • Supervising the management of outsourcing contracts with IT service suppliers in coordination with the relevant authorities and ensuring their implementation according to the work scope and timetable.
  • Supervising the development and modernization of the organization’s website, developing digital systems and smart services, and marketing them to serve the directions of the Emirate of Dubai (zero direct customers).
  • Supervising the preparation of the financial budget for the organization’s annual needs for information technology systems and devices in coordination with the relevant department.
  • Reviewing the implemented requirements and scope of projects and approving payments for requirements completion.
  • Supervising the preparation of periodic reports, statistics, and data analysis related to information technology.
  • Supervising the periodic measurement of performance indicators related to information technology.
  • Raising the efficiency of employees, nominating them for specialized courses and workshops, and evaluating the performance of the department’s employees.
  • Communicate with providers and design and implement new uses and variants in computer systems and software offerings.
  • Supervising the processes of developing requirements, issuing documents for attracting offers, and evaluating offers in cooperation with those concerned with the Contracts and Procurement Department.
  • Managing and supervising the work of final acceptance of the systems, holding the necessary workshops, implementing them at the institution level, and approving them by those concerned.
  • Support and maintain relevant approved standards systems, including risk management and business continuity.
  • Adhere to the information security system, policies, processes, and programs, and ensure that every employee, male or female, within the organizational unit understands his or her responsibilities related to information security.
  • Proposing and implementing initiatives that would raise the employee happiness index.
  • Perform any other tasks as directed by the direct supervisor.

QUALIFICATIONS

Master’s/bachelor’s degree in information technology or equivalent.
