Description:

REQUIRED QUALIFICATIONS:

Qualifying candidates will meet all of the following requirements:

  • Bachelor’s degree or higher in management information systems, computer science, business, or public administration/management, or closely related field.
  • Seven (7) years of progressively responsible experience in information technology field in roles such as business analyst, developer/architect, project/program/portfolio manager/scrum master, or closely related role.
  • Two (2) years of experience as a project manager or scrum master.
  • Two (2) years of experience in a lead interface role to external partners or business customers, ensuring partner/customer satisfaction, successful delivery of their requested service or product, and appropriate handling of any complaints or concerns on behalf of the partner/customer.

PREFERRED QUALIFICATIONS:

  • Working knowledge of health and/or human services agencies or programs, particularly from an IT context.
  • Ability to communicate effectively across a broad spectrum of managerial, administrative, and professional staff, including the ability to write clearly and translate technical documentation to align with plain talk standards.
  • Proficient in the use of MS SharePoint, Word, Excel, PowerPoint, Project, and Outlook.

Responsibilities:

SOME OF WHAT YOU WILL DO:

Plan, Analyze, and Lead HHS Coalition Governance Project Processes and Information Technology (IT) Portfolio Evaluation

  • Develop and manage a decision-making framework for IT system investments; this includes managing standard processes for project initiation and portfolio management.
  • Lead strategic business initiatives and legislative mandates that require the planning, development, implementation, and integration of technology.
  • Provide recommendations for IT funding priorities based on HHS Coalition IT vision and strategic goals.
  • Provide a portfolio view and transparently report project portfolio status and coordinate performance reviews, including monitoring monthly project portfolio dashboard and cross-organization coordination to address any issues or discrepancies. Identify IT projects that need to be presented to the HHS Coalition based on project issues or changes and consult on presentation approach and materials.
  • Document and manage Risks and Issues for IT System Investments. Provide a portfolio view of the impacts to other projects and programs.
  • Analyze and develop business cases and funding requests for IT system investments. Develop analysis, alternatives, acquisition approaches, and plans for IT alternative solutions based on legislative mandates and requests, documenting results in public reports.
  • Facilitate independent verification & validation and quality assurance.
  • Provide guidance and alignment support to HHS Coalition partners in planning, development, and monitoring of analysis for shared IT systems that include initiatives with statewide impact.
  • Maintain the HHS Coalition SharePoint site design and navigation.
  • Consult with HHS coalition organizations as they develop and manage their organizational change management plans.

Plan, Manage, and Lead HHS Coalition Projects and Related Workgroups

  • Develop vision, charters, and plans, including schedules, deliverable plans, and other project management functions.
  • Coordinate and lead HHS Coalition interagency technical/system or data workgroups, developing and presenting relevant evaluation on IT best practices and potential IT solutions.
  • Identify and manage risks and issues that hinder project and workgroup process.
  • Independently and collaboratively plan, produce, and finalize multiple documents on shared IT systems investment options.

Leads HHS Coalition Governance Committee Operations

  • Coordinate monthly governance committee meetings and agendas, in collaboration with HHS Coalition members, committee chairs, and other team members.
  • Ensure timely development and delivery of meeting agendas and read-ahead materials.
  • Provide analysis for and support development of technical and policy issue papers and other materials.

Facilitating HHS Coalition Performance Measurement and Improvement

  • Develop relevant metrics, critical success factors, and key indicators for HHS Coalition outcomes.
  • Develop and manage processes and procedures to track HHS Coalition performance measures.
