Description:

THE POSITION

The Department of Housing Services is looking for a Homeless Services Evaluation and Monitoring Specialist to join our team! This position will be part of the Business Operations Branch in our growing Homeless Services Division. The Evaluation and Monitoring Specialist will be responsible for working collaboratively with Business Operations and program staff to support ongoing regulator monitoring of homeless services contracts with community-based organizations. This position will also support operational tasks of the division including contract compliance, reporting, policy and procedure development, and contracting projects, as needed.

MINIMUM QUALIFICATIONS

Education and Experience:

  • An Associate’s Degree in a social service, business administration, or related field; AND
  • One (1) year of work experience in program administration, development, evaluation, or coordination, and /or contract administration; OR
  • Three (3) years of work experience in program administration, development, evaluation, and/or contract administration.

Responsibilities:

Primary duties may include:
1. Collaboratively develop, implement, and revise evaluation and monitoring tools that support effective administration of Homeless Services contracts and service implementation.
2. Conduct on-site monitoring for locally and federally funded homeless services programs with community-based partners.
3. Assist community-based organizations and Homeless Services staff in resolving issues and questions regarding contract service delivery and monitoring standards.
4. Create and implement a communication plan to effectively relay pertinent monitoring and evaluation information to community-based partners and internal staff. Provide technical assistance, information, and guidance as needed.
5. Coordinate with Homeless Services staff across the division to inform evaluation and reporting structures that appropriately measure the effectiveness of operational processes and activities.
6. Implement and maintain ongoing monitoring structure and schedule that includes reporting and compliance tracking. Conduct reporting on other operational topics, as assigned.
7. Compile and analyze monitoring and evaluation data and responses, preparing reports. Provide communication to the larger Homeless Services Division on outcomes and results of ongoing monitoring and contracted services evaluation to include presentations, graphs, and/or dashboards.
8. Gather feedback from internal staff and community-based partners to gauge the effectiveness monitoring and other operations workflows to inform quality improvement efforts.
9. Attend internal and external meetings necessary for division and organizational obligations. Represent operational activities and work in meetings with diverse stakeholders.
10.
