Description:
EDUCATION AND EXPERIENCE:
Diploma in the field of community service or social science, including or supplemented by some training in substance use, physical and mental illness, conflict resolution and violence prevention, overdose prevention, and an understanding of the needs of marginalized populations, system and colonial barriers to inclusion, or an equivalent combination of training and experience. A post secondary graduation in the field of community service, social science, recreation, or adult education, is an asset. Experience in a supervisory capacity is needed.
KNOWLEDGE, SKILLS AND ABILITIES:
- Considerable knowledge of market and non-market rental housing resources and programs as it pertains to low-income clients.
- Considerable knowledge of the counseling, social and medical service requirements of persons experiencing housing displacement and homelessness.
- Considerable knowledge of the social, medical, financial and community resources available to clients.
- Considerable knowledge of system and colonial barriers for marginalized populations
- Ability to effectively supervise a group of staff.
- Considerable knowledge of the rules, regulations, procedures and policies governing the work.
- Working knowledge of municipal and provincial legislation affecting tenants.
- Ability to recognize mental, physical and neurological disabilities in clients, as well as financial and social impacts and support supervisees to address issues which may complicate tenancy.
- Ability to advise, assist and work persuasively with clients of the outreach team.
- Ability to establish and maintain effective working relationships with outside agencies, public and community resource organizations, landlords, members of the public, other government officials and civic staff.
- Ability to advocate for clients.
- Ability to communicate effectively orally and in writing.
- Ability to work with minimal supervision.
- Ability to prepare and maintain records and files related to the work.

Responsibilities:
MAIN PURPOSE AND FUNCTION
This is a supervisory position with responsibility for planning, coordinating and administering a Homelessness Outreach Program that provides housing, income, and referral services to individuals, and families in need, including individuals experiencing and at risk of homelessness, including those struggling with mental health and substance use. Reporting to the Homelessness Services Social Planner 2, this position:
- evaluates and reports on HOP outputs and outcomes;
- performs complex administrative duties;
- provides leadership to a team of Housing Relocation Officers I;
- assists in developing relationships with community agencies and provincial government ministries; and
- oversees the development of community programs delivered by Housing and Outreach Workers.
Work is reviewed for quality of services provided and achievement of desired objectives.
Responsible for preparing the data for reporting to third party funders of the Homelessness Services Outreach Program
- Maintenance of the statistics within a complex third party database (HIFIS), training auxiliary and other staff on the use of and changes to this developing tool. Position is also responsible for suggesting improvements to the funder for this province-wide application.
- Prepares and maintains various files, records and statistics related to the work. These working databases are the basis for the monthly statistics reported to BC Housing and the COV as well as vital to the effective services performed for clients.
- Collects and prepares payroll information for auxiliary City employees as well as for the Peer employee program to ensure accurate reporting
